Qualifications

• CCAB or CIMA qualified with extensive experience in public sector budgeting and accounting procedures.
• Proven experience in managing Capital and Property budgets, ideally with a housing background.
• Demonstrated ability to manage and supervise staff effectively.
• Proficient in financial modelling and options appraisal techniques, with strong consulting and negotiation skills.
• Exceptional communication and interpersonal skills, capable of building influential relationships with a broad range of stakeholders.
• Ability to simplify complex accounting concepts for non-finance staff and create detailed, maintainable financial models.
• Commitment to professional development and experience in providing valuable advice for cost-effective outcomes.

Responsibilities

• Deliver a comprehensive suite of professional financial business partnering services, including strategic financial advice and technical support.
• Provide financial input into the Council's planning processes, utilising financial modelling, options appraisal, and risk analysis techniques.
• Stay informed of regulatory changes and best practises to advise on financial implications of changes in legislation.
• Actively support continuous business improvement initiatives to enhance service efficiency and effectiveness.
• Ensure compliance with financial regulations and provide robust challenge to budget holders.
• Identify opportunities for commercial thinking and develop solutions to cost pressures.
• Lead, manage, and develop the finance team to support Council and service priorities.
