Job summary

Wolviston Management Services are recruiting for an experienced Infrastructure Project Leader to support the delivery of a new non-potable water pipeline project in the Thames Valley.

The 24-Month contract is client-side and Outside IR35, with the pipeline under 3km linking a water treatment plant to customer infrastructure; the Design & Build contractor has been appointed and you will lead day-to-day interfaces and ensure programme, cost and quality alignment.

Qualifications

• Extensive delivery experience in water, utilities, pipeline or civil infrastructure.
• Experience delivering underground pipeline projects.
• Client-side or client-representative project experience.
• Experience coordinating and managing Design & Build contractors.
• Strong programme and project controls capability.
• Commercial awareness including cost, variation and change control.
• Experience with route development, utility interfaces or ground investigations.
• Strong risk-management and stakeholder-management skills.
• Understanding of CDM requirements and infrastructure construction risks.
• Ability to work across design, construction, commissioning and handover phases.

Responsibilities

• Providing day-to-day client-side leadership and coordination of the pipeline project.
• Managing the interface with the appointed Design & Build contractor.
• Monitoring contractor performance against programme, cost, scope and quality requirements.
• Coordinating interfaces between the pipeline and parallel water treatment plant project.
• Aligning programme, design, construction, commissioning and stakeholder activities across both projects.
• Reviewing and challenging contractor programmes, progress reports and recovery plans.
• Supporting cost control, forecasting, variations and change management.
• Maintaining project risk, change, action and decision registers.
• Coordinating route development, utility surveys, ground investigations and crossing assessments.
• Supporting management of land access, easements, permits, approvals and third‑party agreements.
• Coordinating stakeholders including water companies, Canal & River Trust, National Highways, local authorities, the Environment Agency, utility owners and landowners.
• Providing oversight of the canal crossing design, approvals, programme and construction interfaces.
• Monitoring design development and coordinating technical reviews where required.
• Monitoring construction progress, quality and contractor performance.
• Supporting testing, commissioning, customer connection and final handover.

Wolviston Management Services are recruiting for an experienced Infrastructure Project Leader to support the delivery of a new non-potable water pipeline project in the Thames Valley.

This is a long-term, client-side contract assignment supporting the delivery of a pipeline of less than 3km, connecting a water treatment plant to customer infrastructure.

The Design & Build contractor has already been appointed. The Infrastructure Project Leader will provide day-to-day coordination and oversight of the pipeline workstream, reporting to the client s Project Manager responsible for delivery of the associated water treatment plant.

The role will provide recommendations and manage day-to-day interfaces with the Design & Build contractor, while formal approvals relating to scope, budget, programme changes, variations and contractual commitments will remain with the client.

The project has an anticipated value of less than £5 million and includes a canal crossing together with a number of land, utility, environmental and third-party interfaces.

About you

We are looking for an experienced Project Manager, Project Leader or equivalent with a strong background in water, pipeline, utilities or civil infrastructure.

You should be able to demonstrate:

• Significant project delivery experience within water, utilities, pipeline or civil infrastructure
• Experience delivering underground pipeline projects
• Client-side or client-representative project experience
• Experience coordinating and managing Design & Build contractors
• Strong programme and project controls capability
• Commercial awareness including cost, variation and change control
• Experience managing third-party stakeholders, approvals and consents
• Experience with route development, utility interfaces or ground investigation activities
• Strong risk-management and stakeholder-management skills
• Understanding of CDM requirements and infrastructure construction risks
• Ability to work effectively across design, construction, commissioning and handover phases

Experience of non-potable or industrial water infrastructure, canal or watercourse crossings, trenchless construction, bespoke Design & Build contracts or Thames Valley infrastructure projects would be particularly advantageous.

This is an excellent opportunity to take a key client-side role on a long-term infrastructure project, working closely with an established Design & Build contractor and coordinating the critical interfaces between pipeline delivery, water treatment infrastructure and third-party stakeholders.
