Job summary

Portsmouth Water is seeking an Infrastructure Programme Manager to lead a portfolio of critical water infrastructure projects across the region. You will collaborate with engineering teams, contractors and regulators to deliver safely, on time and within budget, while maintaining strategic alignment and rigorous governance.

You will develop and manage a small team, challenge proposals for maximum value, and provide clear reporting on progress, risks and KPIs to senior management.

Qualifications

  • Experience delivering capital infrastructure programmes within infrastructure, utilities, power or transport sectors.
  • Proven governance and gateway process implementation for capital delivery programmes.
  • Ability to lead a team to meet programme objectives across diverse stakeholders.

Responsibilities

  • Deliver a programme of capital infrastructure projects (mains renewal, asset upgrades) to time, cost and quality.
  • Develop and manage a small team to raise performance and capability.
  • Challenge proposals to maximise value while achieving business outcomes.
  • Collaborate with PMO to align governance, reporting and controls.
  • Ensure full lifecycle delivery including planning, design, construction, commissioning and handover.
  • Provide regular status updates on progress, risks, and KPIs to senior management.
  • Ensure adherence to health, safety and wellbeing policies.
  • Oversee budgets, schedules, and financial forecasts for projects.
  • Engage internal and external stakeholders to meet project objectives.
  • Identify, assess and mitigate risks; ensure contingency plans are in place.
  • Oversee procurement and third‑party contracts ensuring terms are met.
  • Improve governance and compliance with relevant legislation and standards.

Job description

As our Infrastructure Programme Manager, you’ll take the lead in planning, delivering, and supporting a portfolio of critical water infrastructure projects that are essential to the future resilience of our region. Working closely with our engineering teams, contractors, and regulatory partners, you’ll ensure each project is delivered safely, efficiently, and in line with Portsmouth Water’s strategic goals, keeping programmes on track, on budget, and fully compliant with industry standards.

What will you be doing?
Key Responsibilities
  • Responsibility for delivering a programme of capital infrastructure projects, for example mains renewal and asset upgrades and refurbishments and growth, to the quality and standards required.
  • Develop and manage a small team to increase its performance maturity and professional capability to deliver projects right first time.
  • Thoughtfully challenge proposals to ensure capital programme delivery solutions maximise value whilst achieving business outcomes.
  • Work closely with the PMO team to align governance, reporting, and controls, ensuring consistent delivery and effective assurance.
  • Ensure the Project Managers have all the tools and information necessary to deliver the full lifecycle of water infrastructure projects, including planning, design, construction, commissioning, and handover, ensuring they meet quality, safety, and sustainability standards.
  • Provide regular project status updates to senior management and stakeholders, detailing project progress, risks, and key performance metrics.
  • Adhere to all policies and procedures relating to Health, Safety and Wellbeing.
  • Ensure that PMs/APMs develop, manage, and track project budgets, schedules, and financial forecasts.
  • Ensure all projects are delivered within approved financial and time constraints.
  • Engage and collaborate with internal teams and external stakeholders to ensure project objectives are clearly defined and met.
  • Identify, assess, and mitigate risks associated with infrastructure projects. Ensure that APMs/PMs have contingency plans in place to address unforeseen challenges and project delays.
  • Oversee procurement processes and manage contracts with third‑party vendors and contractors, ensuring that all terms and deliverables are met.
  • Improve control, delivery and ongoing visibility of all legislative compliance related works, ensuring the team are kept abreast of all relevant legislation and standards.
What do you need?
Skills, Qualifications & Competencies
  • Experience of supporting the delivery of capital programmes within infrastructure, utilities, power, or transportation sectors
  • Expert understanding of capital delivery processes and infrastructure programme management
  • Proven experience of developing and implementing capital delivery programme governance and gateway processes
  • Collaborative approach to meeting future business investment needs
  • Guiding a team to meet programme/project management objectives and targets with a diverse range of stakeholders
  • Experience of presenting complex and technical information to all levels of an organisation to obtain essential stakeholder buy‑in
  • Experience of proactively managing and mitigating risk
  • Strategic thinking and problem‑solving abilities to navigate complex challenges effectively
  • Programme/project management qualification (e.g., PRINCE2 and/or Association for Project Management) and or minimum of 5 years proven programme management experience in a regulated industry
  • Proven experience of financial forecasting, budget formulation, cost control, and reporting
  • An engineering or other relevant degree and chartered membership of a relevant professional institution such as the APM or equivalent experience

If you are successful for the role, you will be required to undergo Baseline Personnel Security Standard (BPSS) pre-employment checks that will include a basic disclosure check. Depending on the role, you may also be required to go through the national security vetting process for either a CTC or SC clearance check. Any offer of employment is conditional upon completion and receipt of satisfactory checks.
