Job Overview
The post holder will be a senior member of a team of Procurement professionals which operate as a service orientated Procurement Department for Trust(s) Divisional directorates. The post holder will be assigned to provide informatics services internally to projects leads and to specific operational and corporate areas in the Trust, servicing the needs of these key stakeholders and information users. The role is customer orientated with strong links to operational and decision making areas within the Trust. The post holder will provide a critical function supporting the development of transformation of data into information. From assisting in projects to supporting with ad hoc queries, the post holder will be part of how the organisation will mature. This post requires specialist technical knowledge and experience in the use of Microsoft Products, MS SQL and other relevant Business Intelligence technologies in order to provide the analytical function. As part of the role the post holder will also be a Subject Matter Expert (SME) providing expertise for the Trust in key knowledge areas of the Hospital function, whether this will be operational, financial, or corporate.
Detailed Job Description And Main Responsibilities
Key aspects of the Senior Analyst role are to:
- Provide general information support and analysis expertise, as required and requested.
- Provide expert assistance in the production of all activity information, such as statutory/mandatory returns, Healthcare Commission ratings, Local and Service Delivery plans, etc.
- Play an active role in the monitoring and improvement of performance within the organisation and directorate. This involves analysing, investigating and resolving complex queries
- Actively support the delivery of high quality directorate and performance information.
- Produce business, performance and other information and analysis for directorates within the Trust and be a key “virtual member” of the directorate team.
- Take responsibility for the provision of cross-directorate corporate information analysis as required.
- The provision of accurate and timely information to satisfy both internal operational and corporate reporting requirementseam.
- Be part of the sub-group to analyse and deliver ad-hoc reporting requests and assist in the delivery of these as standard outputs where required.
- Act as mentor to less experienced members of BWPC Procurement Team.
- Provide support and cross coverage for other members of the information team.
- Be a senior member of the BWPC Procurement team, to address problems and issues that arise within the department.
- To take direction and lead in delivering key information requirements, both internal and external.
The post holder will report directly to the Senior Managers within the department and also be accountable to the Director of Procurement.
Division and Operational Support
- To develop good working relationships throughout the Trust.
- To provide a sensitive, pro‑active, customer focused information service, in collaboration with other members of the information team.
- To communicate often complex or contentious technical issues in a methodical and understandable way to often non‑technical audiences.
- To liaise and meet with General Managers, Clinical Directors, Commissioner Managers and other operational and clinical staff on information matters and to represent the Information Department at relevant directorate Meetings.
- To be the subject matter expert for all queries and information issues related to assigned directorate.
- To be the subject matter expert (SME) for your post in the production of either Routine and UNIFY reports, Dashboards, or Balanced Scorecard(s).
- Manage and influence user expectations with reference to the data that is available and presentation methods that would suit them.
- To ensure managers and staff understand what monitoring reports they should use and the Targets applied.
- To provide high quality complex analysis and business intelligence to directorates, including market and benchmarking information, detailed analysis of performance, trends, forecasting, and all other analytical support required.
- To prepare ad‑hoc reports for senior information staff, various managers and other clinical and non‑clinical users within agreed timescales and to encourage them to articulate their needs.
- To present complex information in an appropriate medium to assist managers and other staff who may want to do further analysis work.
- To represent the Business Intelligence department for various Trust or Directorate Level meetings, when required.
- Build and sustain successful working relationships with a wide range of internal and external stakeholders throughout the Trust, presenting information and explaining highly complex issues to them.
- Lead on the production and automation of detailed and timely Directorate reports providing information on performance, activity, finance, workforce and clinical quality, for distribution to Executives, Directorate Managers and Clinicians and other senior staff within the organisation.
- To produce high quality and timely performance management information to support the Directorates annual commissioning agreements and directorate management requirements.
- To ensure the databases required to support analysis requirements are specified, understood and produced by the Data Warehouse or Business Intelligence Team.
- Understand and interpret complex information and analytical requirements and support, develop and deliver appropriate solutions.
- To assist and cover for other team members at times of heavy workload and absence, as directed by the Senior Managers or the Director of Procurement.
External Returns and Routine Reporting
- To ensure all external returns and routine reports are submitted complete and validated.
- To ensure that all external statutory reports produced by the post holder are fully validated prior to sign‑off within the organisation, and that reports are not submitted or uploaded externally without Trust sign off.
- Learn and develop an understanding of the origin and meaning of data used. To understand patient flows and how data is feed into the operational and management information systems that are used for reports.
- To assist in the production and audit of National statutory returns.
- To make certain that all processes for the production of routine information reports produced by the post holder are clearly documented with robust procedures. To confirm with Post holder’s responsible manager that all documentation produced meets the Information Department high standard.
- Assist with internal audits, developing action plans in response to recommendations as required.
Modelling, Capacity Planning and Benchmarking
- Develop models to assist in annual planning and strategic service developments within the Trust.
- Contribute to capacity planning initiatives within the directorates and Trust as appropriate.
- Identify and utilise appropriate benchmarking data to facilitate continuous improvement in efficiency.
- Responsible for ensuring modelling techniques are researched and developed within the Team.
- Responsible for ensuring benchmarking tools are researched and that best practice in their application to modelling and reporting is in place.
Reporting
- To produce reports and analysis to investigate activity trends within the Trusts as required.
- To develop and produce routine corporate performance reports to service the needs of the Trust Board, Executives and other Senior Groups within the Trust.
- To make certain internal, external and ad‑hoc deadlines are met (e.g. daily, weekly, monthly, etc.) to manage own workload and prioritise tasks for reports and information queries assigned to the post holder.
- To raise any issues or concerns with workload immediately with Senior Managers or Director of Procurement if deadlines cannot be met.
- To contribute to the Trust’s efforts to improve data quality.
- To lead on the specification and development of processes for complex datasets using a wide-ranging technical and analytical skill‑set.
- To lead on the production and automation of a reporting suite that provides managerial and clinical insight into clinical directorates. Ensuring that appropriate documentation and data quality processes are in place within the team.
- To ensure reports produced by the post holder are of the highest quality, ensuring that validation checks exist or are undertaken at all stages of production.
- Support a consistent approach to analysis and monitoring of service improvement throughout the Trust.
