Income Management System Administrator and Senior Finance Officer

37 hours per week

NJC SO1 £34,434 to £36,363 per annum (Full Membership AAT & relevant experience)

An exciting opportunity has arisen to join Telford & Wrekin Council's Finance department working in Income Management and the Capital Projects Team within Corporate and Capital Finance service area. This is one combined role with your time being split equally across both roles.

The role

Robust financial control plays an important part in enabling the Council to deliver a consistently high standard of services to local communities. We are seeking to fulfil the role of Income Management System Administrator / Senior Finance Officer who will provide support and advice for two key areas delivering services in the Council.

This role could be considered for a job share across the two elements.

Income Management System Support

The key purpose of this element of the role is to support, develop and maintain all of the Council's Income Management system modules, Civica ICON. This will include developing and maintaining a full understanding of system's potential and business need, providing training and guidance to Income Management Team Members and end users across the wider Council services. You will be required to provide a customer focussed help desk to support both Telford & Wrekin services and external contacts including schools, suppliers and customers.

Working within the Corporate Finance Team the post holder will report to the Income Management Supervisor and will form part of a small team responsible for producing an accurate cash book which feeds into the Council's financial ledger and Statement of Accounts. You will need excellent communication skills and will liaise with a range of stakeholders including finance and non‑finance staff and managers, other internal customers and external suppliers and consultants. The Income Management Team make extensive use of the Council's Income Management System, Civica ICON.

Senior Finance Officer

The post holder will support the Capital and Projects finance team with the financial management of the Council's Wholly Owned Housing Investment Company, Nuplace Limited, which has over 600 houses available to let. Responsibilities will include ensuring robust financial controls are maintained and the production of timely management information to senior members of the finance team, company directors and shareholders.

The post holder will additionally support the Councils capital projects team, preparing timely information for Service Delivery managers, completing the year‑end closedown processes. The post holder will make extensive use of the Councils Financial Accounting System and report to a range of non‑financial stakeholders.

Key Requirements

You will need to hold 5 GCSE Grade A‑C / 9‑4 including Maths and English and full membership of AAT or HND or equivalent in a relevant subject.

We are well adapted to a hybrid model of working which includes a combination of time spent in the office and at home. Our approach is to promote a greater level of flexible working around personal and family commitments. Whilst in the office the post holder will be based at Darby House which is located within the vicinity of Telford Town Centre and has easy access links to both road and rail.
