Job summary

Russell Group in London is seeking a Policy Manager (Higher Education) to lead admissions and widening participation policy and to drive cross-cutting policy projects. You will analyse evidence, develop policy positions, and deliver influencing strategies to support policy change under the Associate Director for Higher Education.

The role balances two major elements, with flexibility to address emerging issues across higher education, research, innovation and international policy.

Qualifications

• Substantial experience in policy analysis, development and influencing.
• Experience in leading projects and taking ownership from inception to delivery.
• Experience building relationships with diverse and senior stakeholders and influencing them.

Responsibilities

• Lead development of policy positions on admissions and widening participation; identify emerging issues and advocate strategies.
• Lead priority cross-cutting policy projects; develop plans, coordinate delivery and produce recommendations.
• Produce high-quality analysis and briefing materials using evidence and data to inform policy development.
• Provide briefings to senior colleagues including Associate Directors and Director of Strategic Policy.
• Develop persuasive policy arguments and engage stakeholders through meetings, publications and websites.
• Represent the Russell Group at meetings, events and conferences as an ambassador.
