Job summary

South East Water is seeking a strategic Resourcing Lead to drive the development and delivery of recruiting strategies across permanent and contractor hires. You will collaborate with HR colleagues to provide a joined-up end-to-end service, ensuring brand amplification and budget alignment with senior management.

You will oversee employer branding, stakeholder engagement, and continuous improvement, guiding data-driven decisions and cost-efficient recruitment solutions.

Qualifications

  • CIPD Level 5 or equivalent to minimum level 4 (DipRM).
  • Influencing and negotiation techniques.
  • Strong decision‑making skills.
  • Familiarity with social media and other professional networks.
  • An understanding of diversity and how this impacts and connects with resourcing.
  • Motivating and engaging the team and the whole organisation.
  • Strong relationship building, management and communication skills.
  • Previous experience of managing recruitment to include drafting advertisement, shortlisting, competency-based interviewing and candidate management.
  • Previous experience of working with 3rd party suppliers for the delivery of short-term temporary workers.
  • Experience of leading multi-disciplinary work to achieve objectives.
  • Experience of leading a team to deliver (phone & in-person) interviews, candidate screening and evaluation.
  • Experience and knowledge of recruitment best practice, process, policy and awareness of the appropriate legislation.
  • Experience of project management disciplines to lead or contribute to project work.
  • Experienced in recruiting across broad spectrum including technical disciplines, high volume positions, early careers (graduates and apprenticeships) and leadership roles by utilising high quality and cost-effective strategies.

Responsibilities

  • Working with senior managers and HR Business Partners to understand key resource requirements to ensure the development of resourcing strategies that meet both current and future organisational needs. Managing a team to deliver those outcomes.
  • Acting as the recruitment subject matter expert on employee resourcing strategies (both permanent and contingent) to provide innovative, cost effective and timely solutions.
  • Managing and developing recruitment processes, ensuring that all recruitment activity is in line with the relevant policies and procedures.
  • Taking reactive and proactive opportunities to coach and advise managers in the implementation of robust recruitment and selection processes.
  • Developing, embedding our Employer Value Proposition, employer brand and Career website - review and improve all internal and external stakeholder touchpoints.
  • Initiating continuous improvement in your own areas of responsibility. Taking a proactive approach to risk management, ensuring any risks and issues identified are addressed and reported and, where appropriate, escalated.
  • Design, monitor and capture recruitment data to provide trend data and use analysis to guide future approaches and focus.
  • Managing delegated resources (e.g. budgets, equipment and contracts) as appropriate, to ensure value for money. Implement monitoring systems to ensure cost targets are met and suggest improvements.
  • Work with universities, schools & colleges providing career advice, enrichment and mentoring/ buddy opportunities across the business

Job description

Summary

To lead on the development and delivery of resourcing strategies and solutions that support South East Water to meet its corporate and departmental objectives. To work closely with HR colleagues to ensure the provision of a seamless and joined up end to end recruitment service to the organisation for both permanent and contractor hires. Responsible for building and amplifying the brand image of South East Water to be the company that people want to work for, both from a social media and local area perspective. Responsible for the development and management of the annual recruitment budget in collaboration with finance and senior management.

You’ll need: Skills / Qualifications / Experience

  • Skilled at mentoring and coaching junior staff and colleagues to the support development and enhance recruitment practice.
  • Utilises people analytics and market data to generate insights, identify trends, produce reports and track performance.
  • Excellent business acumen and strategic thinking grow commercial relationships and deliver robust budget management
  • Able to use evidence and judgement to solve problems, test options and create new approaches
  • Experience of challenging and influencing others, to contribute professional and technical expertise to effective decision making
