Job summary

Talent Link is seeking an experienced HSE Manager to join our civil engineering and infrastructure team in Watford, Hertfordshire. You will lead the regional HSE function, provide advice, and line-manage HSE Advisors.

The role requires NEBOSH General Certificate, CSCS Safety Professional Card, and strong incident investigation skills; you will conduct site visits, audits, and drive improvements across projects.

Qualifications

• NEBOSH General Certificate required as a minimum.
• CSCS Safety Professional Card required.
• Strong incident investigation, report writing, and stakeholder engagement skills.
• Proficient in MS Office (Word, Excel, PowerPoint) and able to work independently and in a team to tight deadlines.

Responsibilities

• Provide consistent and accurate HSE advice to Advisors and site teams across the region.
• Line manage and mentor HSE Advisors, supporting their development.
• Conduct regular site visits, monthly HSE inspections, and audits.
• Lead and support accident and incident investigations, identifying root causes and producing reports.
• Produce and communicate HSE alerts and monthly regional statistics, identifying trends and driving improvements.
• Attend client HSE forums and form collaborative relationships with client HSE management.
• Deliver awareness training and lead site standdowns.
• Support facilities management at regional premises on HSE matters.
• Promote occupational health and wellbeing across the region.

• Provide consistent and accurate HSE advice to HSE Advisors and site teams across the region
• Line manage and mentor HSE Advisors, supporting their professional development

• Produce and communicate HSE alerts and monthly regional HSE statistics, identifying trends and driving improvements
• Attend client HSE forums and form collaborative relationships with client HSE management
• Deliver awareness training and lead site standdowns
• Support facilities management at regional company premises on HSE related matters
• Promote occupational health and wellbeing across the region

Essential Requirements for HSE Manager:

• NEBOSH General Certificate as a minimum
• CSCS Safety Professional Card
• Extensive HSE experience within a civil engineering environment
• Strong incident investigation, report writing, and stakeholder engagement skills
• Proficient in MS Office including Word, Excel, and PowerPoint
• Able to work independently and as part of a team to tight deadlines

Desirable:

• IOSH or CEnv qualification
• Working towards NEBOSH Diploma Level 6
• Level 3 AET or PTLLS
• Kelvin TOPSET or equivalent incident investigation training
• Experience in the rail sector
