Job summary

Barhale Holdings Ltd is seeking an HSE Manager to support multiple projects, reporting to the Head of HSE. You will lead HSE Advisors, inspect sites, identify hazards and drive improvements in health, safety and environmental standards across regional projects.

The role requires NEBOSH general certificate (or equivalent), CEnv or equivalent, and extensive civil engineering HSE experience. Strong English, communication and leadership skills are essential, with a focus on collaboration and

HSE Manager

The Role

As HSE Manager, you will support a number of projects to meet the requirements of the Health, Safety & Environmental Management systems. You will report to the Head of HSE for your area. Supporting HSE Advisors, site teams and managers through your inspections by recognising hazards, seeking to minimise risks whilst creating, maintaining and improving the health, safety & environmental standards. Championing HSE initiatives in the region whilst ensuring that legislation is adhered to.

Key Responsibilities

Promote Occupational Health & Wellbeing

  • Support the provision of Health & Wellbeing within the business, under the direction of the Head of HSE & HSE Director, with the support of the Company H&W Advisor
  • Support the communication and promotion of the monthly themes
  • Promote the value of occupational health at a regional level

HSE Advice and support to HSE Advisors

  • Provide consistent and accurate HSE advice to HSE Advisors and Site Teams where applicable
  • Render support to the region on HSE initiatives/issues and problems
  • Produce regional HSE statistics monthly, identify trends and take proactive initiatives
  • Line manage HSE Advisors under your control and mentor them to support professional development

Collaboration and Client Support

  • Provide Client support for the region under your control
  • Attend Client HSE Forums as required and provide lessons learnt feedback and sharing of best practices
  • Form collaborative relationships with Client HSE Management

HSE Communications & HSE Statistics

  • Contribute to and support company-level HSE communications and embed at the regional level
  • Produce and communicate HSE alerts following incidents to promote learning and prevention, and continual improvement
  • Manage monitoring of regional HSE trends, highlighting areas for improvement and

supporting Heads of HSE and Regional Leads on improvement deliverables

  • Manage the production and cascade monthly PI posters with closing the loop' information
  • Support the Head of HSE for your area of the business in maintaining HSE performance statistics monthly as requested
  • Deliver awareness training and lead site standdowns

Accident/incident investigations

  • Ensure corporate incident reporting timeframes are met i.e. 2 hours escalation, 2 days for initial reports and alert communication and 2 weeks for detailed investigation reports for applicable incident categories
  • Support HSE Advisors and complete investigation reviews for HSE investigations
  • Keep Head of HSE & local management informed on status and provide reviewed reports within expected timeframes
  • Identify Immediate, Underlying and Root causes within applicable investigation reports
  • Support the production of HSE alerts for communication within 2 days where appropriate
  • Act as an independent Investigator in other areas of the business under the direction of the HSE Director

HSE Monitoring

  • Conduct regular visits to support your Advisory Team within the area of your control
  • Perform HSE Detailed Inspections monthly in your control with monthly targets agreed with your Head of HSE and or the HSE Director
  • Act as a role model for HSE in the area under your control
  • Monitor HSE Advisor inspections and ensure findings are closed out on time
  • Agree on Advisor monthly inspection targets with the Head of HSE and monitor compliance
  • Approve Regional Vendors from the HSE perspective, logging approval/feedback on the SharePoint system

Facilities Management at Company Premises

  • Provide management support for Facilities Managers at regional company premises on HSE-related issues and provisions
  • Monitor HSE standards at regional company premises and ensure legal obligations are being upheld

About you

Essential

  • NEBOSH general certificate or equivalent as a minimum, but ideally IOSH
  • CEnv or equivalent as a minimum, but ideally associate ISEP (Institute of Sustainability &Environmental Practices)
  • Extensive HSE experience within a civil engineering environment, experience in the rail sector would be beneficial but not essential
  • Analytical skills to interpret detailed information and regulations
  • High standard of written English
  • Good communication skills, including a professional telephone manner
  • People skills - ability to liaise with staff/operatives of all levels within Barhale
  • MS Office - Word, Excel and PowerPoint
  • Effective communicator with strong presentation and report writing skills
  • CSCS Safety Professional card
  • Able to work as a member of a team, but capable of working alone to tight deadlines as appropriate
  • Commitment to Health, Safety & Environment

Desirable

  • Level 3 AET or PTTLS preferred but not essential
  • Working towards NEBOSH Diploma level 6
  • Incident investigation - Kelvin TOPSET or equivalent - 1 day training course
