Job description

Overview

The HSE Client and Programme Manager provides HSE leadership and support across priority clients, programmes and frameworks. The role may be embedded within a client or project team where needed. It turns client requirements, bid commitments and AtkinsRéalis standards into clear actions from bid and mobilisation through to delivery and close-out. Working with client, programme and HSE leaders, the role builds strong relationships, manages key risks and supports Thrive, psychological safety and continuous improvement.

Your role

Reporting to the Head of Bid and Assurance, you will provide dedicated HSE management where client commitments, mobilisation or programme demands require additional focus. Where needed, you will work as an embedded member of the client or project team, supporting day-to-day delivery while maintaining clear links with AtkinsRéalis HSE leadership. Priorities will be agreed with the relevant HSE Business Partner and client or programme leadership.

  • Embed within client or project teams where required, build trusted relationships, understand delivery priorities and agree proportionate HSE support.
  • Prepare clear, deliverable HSE bid responses and identify obligations, risks, assumptions, resources and costs before commitments are made.
  • Transfer agreed bid commitments into mobilisation plans, controls, reporting arrangements and accountable ownership.
  • Develop and maintain programme HSE plans, governance and critical controls, confirming that competent resources are in place before delivery starts.
  • Monitor delivery, provide practical direction and coordinate recovery where standards or commitments are at risk.
  • Lead risk-based inspections, audits and assurance, maintaining auditable evidence and ensuring actions are closed.
  • Set proportionate HSE measures, provide accurate reporting and use data, findings and feedback to drive learning and improvement.
  • Promote Thrive, psychological safety, open reporting and constructive challenge while coaching teams and resolving delivery barriers.
About you

Essential

  • Chartered Membership of IOSH (CMIOSH), or demonstrable progress towards chartered status with equivalent professional competence.
  • HSE delivery experience in infrastructure, engineering, consultancy or another safety-critical environment.
  • Experience translating client requirements into bids, plans, mobilisation activities and delivery actions.
  • Competence in risk management, inspections, audits, assurance, incident learning and performance reporting.
  • Strong knowledge of UK HSE legislation and governance requirements.
  • Ability to manage multiple workstreams and work effectively with multidisciplinary teams, clients and limited supervision.

Desirable

  • Experience in rail, aviation, defence, highways, energy, water or major infrastructure.
  • Experience supporting Principal Designer or Principal Contractor arrangements.
  • Experience in an embedded client, alliance, framework or programme role.
  • Experience using digital HSE reporting, assurance or action-management systems.

  • Bid inputs are accurate, timely and translated clearly into mobilisation and delivery.
  • Requirements, risks, resources and commitments are identified early and actively managed.
  • Clients receive responsive support, agreed actions are completed and feedback demonstrates confidence.
  • HSE plans, governance, mobilisation deliverables and critical controls are established and maintained.
  • Performance information is reliable, assurance findings are addressed and learning drives improvement.
  • Tools, templates and good practice are shared across accounts and programmes to strengthen delivery capability.
