Job summary

Pertemps Bond is seeking an experienced HSE Manager for our Tewkesbury site. You will lead the Health, Safety, Environmental and Facilities strategy, working with operations, contractors and regulators to drive a proactive safety culture and ensure compliance across a complex industrial site.

The role requires a hands-on HSE professional with strong communications skills and a track record of improving safety performance in manufacturing environments.

Qualifications

  • NEBOSH General Certificate or Diploma is required.
  • 3–5 years' HSE experience in manufacturing/industrial/chemical environments.
  • Strong working knowledge of UK Health, Safety and Environmental legislation.
  • Experience with COSHH, risk assessments, contractor controls and compliance programmes.
  • Knowledge of Process Safety Management, HAZOP and Management of Change processes.
  • Experience maintaining ISO 9001, ISO 14001 and ISO 45001 systems.

Responsibilities

  • Lead Health, Safety and Environmental activities across the business.
  • Maintain and improve HSE Management Systems in line with ISO standards.
  • Manage risk assessments, COSHH, contractor control, Permit to Work and MOC procedures.
  • Drive a positive safety-first culture throughout the organisation.
  • Lead investigations into accidents, incidents and near-misses with root cause analysis.
  • Monitor and report HSE performance indicators to senior leadership.
  • Coordinate regulatory inspections, audits and compliance activities.
  • Develop and deliver HSE training, toolbox talks and awareness initiatives.
  • Oversee facilities management, contractual relationships and compliance programmes.
  • Manage building services, energy monitoring and sustainability initiatives.

Job Description

An exciting opportunity has arisen for an experienced HSE Manager to join a growing manufacturing organisation in Tewkesbury. Reporting directly to senior leadership, this highly visible role will lead the company's Health, Safety and Environmental strategy whilst also maintaining responsibility for facilities management across the site. This position is ideal for an experienced HSE professional who thrives in a hands-on manufacturing environment and can drive a proactive safety-first culture. You will work closely with operational teams, contractors, auditors and regulatory bodies to ensure compliance, reduce risk and continuously improve health, safety and environmental performance.

Role and Responsibilities
  • Lead all Health, Safety and Environmental activities across the business.
    Maintain and continuously improve HSE Management Systems in line with ISO 9001, ISO 14001 and ISO 45001.
  • Manage risk assessments, COSHH, contractor control, Permit to Work and Management of Change procedures.
  • Drive a positive safety-first culture throughout the organisation.
  • Lead accident, incident and near-miss investigations, ensuring effective root cause analysis and corrective actions.
  • Monitor and report on key HSE performance indicators to senior leadership.
  • Manage environmental compliance including waste, emissions, water treatment and environmental permits.
  • Coordinate regulatory inspections, audits and compliance activities.
  • Develop and deliver HSE training, toolbox talks and awareness initiatives.
  • Manage site facilities, statutory compliance programmes and contractor relationships.
  • Oversee building services, utilities, energy monitoring and sustainability initiatives.
  • Ensure all facilities and site infrastructure remain safe, compliant and fit for purpose.
About You
  • NEBOSH General Certificate or Diploma qualified.
  • Minimum 3-5 years experience within an HSE role in a manufacturing, industrial or chemical environment.
  • Strong working knowledge of UK Health, Safety and Environmental legislation.
  • Experience managing COSHH, risk assessments, contractor controls and compliance programmes.
  • Knowledge of Process Safety Management, HAZOP and Management of Change processes.
  • Experience with water treatment, effluent systems and hazardous waste management.
  • Experience maintaining ISO 9001, ISO 14001 and ISO 45001 systems.
  • Previous facilities management responsibility within a manufacturing or industrial site.
  • Experience managing statutory compliance activities including fire safety, legionella, asbestos and contractor management.
  • Strong analytical skills with the ability to identify risks and implement effective solutions.
  • Excellent communication and stakeholder management skills.
  • IOSH, environmental qualifications, COMAH exposure or facilities management qualifications would be advantageous.
