Overview

Belmont Recruitment are currently looking to recruit a HR & Payroll Lead to join Liverpool City Council on an initial 3-6 month temporary contract. This is a full-time role working 35 hours per week, Monday to Friday.

About the Role

Liverpool City Council is seeking an experienced HR & Payroll Lead to play a pivotal role in delivering a fully integrated HR, Payroll and Finance system as part of our transformation programme.

What You'll Be Doing
  • Lead the HR & Payroll workstream across all areas of planning, delivery, reporting, and risk management.
  • Collaborate with the Director of People and Organisational Culture, service leads, and external suppliers to deliver a fully integrated system.
  • Drive design governance and produce documentation for design authority and board meetings.
  • Support the delivery of best practice process design, ensuring alignment with organisational ambitions and statutory requirements.
  • Engage stakeholders and core users to embed change and promote adoption of new systems and processes.
  • Identify opportunities for automation, service improvement and efficiency across HR and Payroll operations.
  • Provide functional expertise to other programme workstreams (testing, data, and change management).
  • Lead and develop a small team of HR Analysts, ensuring high-quality outcomes, professional development, and effective performance management.
About You

We're looking for a strategic thinker and collaborative leader with:

  • MCIPD and/or CIPP qualification (or equivalent professional qualification).
  • Proven experience leading HR and Payroll system transformation projects in a complex organisation.
