Location: Hybrid/Kilburn – 3 days per week in office

Pay Rate to Intermediary: Up to £650 per day

Spinwell is recruiting for a HR/Payroll Functional SME for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE HR/PAYROLL FUNCTIONAL SME
  • Gather and analyse payroll requirements
  • Work with business to define processes and requirements
  • Partner with vendor (SI) to convert business requirements into technical specifications
  • Review functional designs (e.g., MD50s) for assurance
  • Support testing and training (create materials)
  • Provide assurance and challenge vendor proposals
  • Act as subject matter expert for payroll functionality
SKILLS/EXPERIENCE OF THE HR/PAYROLL FUNCTIONAL SME
  • Payroll expertise: Deep understanding of payroll processes and configuration
  • Oracle experience:
    • EBS (strong background)
    • Fusion Cloud (at least 1–2 implementations preferred)
  • Implementation experience:
    • Minimum 2 full payroll cycles
    • Ideally 8–10 years overall experience (flexible for strong candidates)
  • HR knowledge: Nice to have (wider HR skills beneficial)
  • Ability to work independently and liaise with business without constant vendor support
  • Strong communication and stakeholder engagement (basic, not senior-level)
