Job description

HR Consultant - People Projects | 8778 | Fixed Term Contract for Two Years | 37 hours per week | £43,822 to £45,964 per annum | Scale K | County Hall

We are looking for an HR Consultant with strong organisation design and subject matter expertise to join the People Projects team here at Norfolk County Council, supporting significant change projects across all the Councils services. We're a busy team doing transformative work, using our expertise and experience to support managers to make effective change. If you're motivated by solving complex problems and making a positive difference, then this could be a brilliant opportunity for you.

It is an exciting time to join NCC. Local Government Reorganisation is facilitating the biggest shake-up of local government in Norfolk in half a century. Devolution is creating the Norfolk and Suffolk Combined Authority, enabling decisions on jobs, skills, transport and housing to be taken in our region. And then there's all the other services we deliver that make a difference to people across the county.

You will be an HR Consultant with strong organisational design and systems experience, able to take on the role of providing high-level technical expertise and advice to managers, often around complex and large-scale issues. The core focus of the role will be to take ownership of projects which involve people change. This will mean coaching and mentoring managers, project leadership, evaluating information and influencing decisions. It's a broad role where you'll add value with what you do.

Qualifications

To be considered for the role, you'll need significant demonstrable experience working in an HR role, ideally in a large and complex organisation. You'll be comfortable providing advice on challenging HR issues and will be used to working with senior managers. Ideally, you'll have a CIPD qualification (or equivalent) at level 5 or above, but we are happy to consider people with comparable experience working at that level. You'll also need first class communication skills, the ability to challenge, influence, coach and mentor at a senior level, and a real enthusiasm for delivering positive outcomes.

In return, we can offer a supportive environment, with training and development opportunities to support your longer-term career development. There's lots to get involved with, to make a positive difference for our organisation and colleagues. Our hybrid working approach will give you flexibility, and we have a wide range of other benefits available.

Please contact Barbara Herring, HR Manager People Projects for an informal discussion. She can tell you more about the team, the work we do, and how we make a difference.

Benefits

  • Competitive salary
  • Generous holiday entitlement
  • Health and Wellbeing services including fast-track physiotherapy and a free counselling service
  • Flexible working opportunities including flexi-time, part time, remote and hybrid working dependant on your job role and business need.
  • Financial benefits such as:
  • Norfolk Rewards our employee discounts programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
  • A Blue Light card for Fire Service and Social Care Workers
  • Relocation expenses (where applicable)
  • An advance of your expenses if you travel for work
  • Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants pensions.
  • Tax efficient ways of getting extra pension and new bikes
  • Access to our tax efficient car lease scheme for greener travel enabling you to lease a brand new, ultra-low emission vehicle (subject to eligibility)
  • A payment if you refer someone you know to a hard to fill job

Before you apply, we recommend reading the full Job Description and Person Specification to help you demonstrate you meet the criteria. You can also find information on our Terms and Conditions here.
