Job description

Job Title: HR Advisor

Reference: E Devon 5279340

Pay rate: £18.85 per hour (PAYE)

Contract Type: Temporary, anticipated 3–6 months.

Working Arrangement: Office based until familiar with all systems and policies and processes, then 1–2 days in the office/2–3 days from home.

Travel: Able to travel into the offices at Blackdown, Exmouth or the locations for Streetscene, which is Manstone Depot at Sidmouth and Camperdown dept in Exmouth.

Requirements: A valid driving licence and own car are essential; Basic DBS is needed for this role.

The role

On behalf of a local council, we are seeking an HR Advisor, with a specific focus to support recruitment and delivery of workforce plan. This role could be 3–6 months depending on effectiveness of workforce plan implementation.

Key Responsibilities
  • Support managers with recruitment tasks, including job descriptions, adverts, agencies, and interviews.
  • Assist HR teams with sickness absence and employee‑relations cases, including investigations and medical reports.
  • Help deliver restructures and organisational changes.
  • Support workforce planning, training needs analysis, and staff development activities.
  • Lead or contribute to HR projects, including wellbeing initiatives and job evaluation work.
  • Help design and deliver training and guidance for managers.
  • Provide accurate and timely HR data, reports, and updates, and ensure HR policies and procedures remain compliant and current.
  • Oversee apprentices and volunteers, ensuring contracts and processes are properly maintained.
