Private Sector Rental Policy Officer

Role Overview

Pertemps Network Group are seeking a detail‑driven Private Sector Rental Policy Officer to lead the review, development and delivery of policies that support high‑quality private sector rental services across the borough. This role plays a key part in ensuring that policies remain compliant, effective and aligned with best practice, legislation and local strategic priorities.

Key Responsibilities
  • Lead and manage the policy review programme, ensuring all Private Sector Rental policies and procedures remain compliant, current and fit for purpose.
  • Work directly with residents, internal teams and external partners to ensure policy frameworks are clear, effective and aligned with statutory requirements.
  • Monitor national policy, legislative developments, consultations, guidance and best practice relating to Private Sector Rental services.
  • Build strong working relationships with stakeholders including Adult Social Care, Children’s Services, Resident Involvement teams, landlords, developers, community groups and voluntary sector partners.
  • Identify, monitor and analyse policy issues, producing evidence‑based recommendations and policy responses.
  • Support the development of a detailed evidence base, including data and insight relating to stock condition, private rented sector needs, market trends and wider socio‑economic indicators (e.g., IMD at borough and ward level).
  • Maintain the policy and procedure library on SharePoint, ensuring documents are accessible, updated and properly version‑controlled.
  • Work collaboratively with service managers across Private Sector Rental services to ensure consistent policy implementation.
  • Manage approval and publication processes for policy documents, including preparing Cabinet reports where required.
  • Produce clear, concise briefings on national policy changes, undertake research and recommend best practice approaches aligned to the Council’s strategic objectives.
Key Deliverables
  • Up‑to‑date, compliant policies and procedures that support high‑quality Private Sector Rental services.
  • A well‑managed and timely policy review programme.
  • A comprehensive evidence base providing insight on stock, market conditions and local socio‑economic data.
  • Current and accurate understanding of private sector rental legislation, national policy updates, regulatory guidance and Ombudsman standards.
  • Strong and effective working relationships with internal and external strategic stakeholders.
