Job description

We are working closely alongside with a local authority in Somerset to assist with the appointment of a Home Moves Plus Officer on a 2.5-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £13.47–£17.82 per hour

Summary

The Home Moves Plus (HMP) Officer is responsible for the successful delivery of the grant‑funded Home Moves Plus Project. The core purpose of this role is to reduce the number of under‑occupied social housing properties within Somerset Council’s stock in the Taunton and Wellington areas. This role involves proactively engaging with tenants and offering tailored support, advice, and financial incentives (including Transfer Removal Grants) to facilitate their move into more suitable, smaller accommodation. By freeing up much‑needed larger homes, the HMP Officer directly contributes to reducing housing waiting lists, alleviating overcrowding, and mitigating the local impact of projects such as Hinkley Point C. The role is vital in enabling the Council to achieve long‑term financial savings and manage its housing stock effectively in line with local priorities.

Responsibilities
  • Determine tenant eligibility and entitlement to financial incentives, support, and assistance offered under the Transfer Removal Grant scheme, ensuring all internal financial processes are rigorously followed.
  • Responsible for the accurate and timely completion of all relevant documentation, including housing register application forms, tenancy agreements, tenancy termination forms, grant/tenant incentive forms, and welfare benefit change of circumstances forms.
  • Ensure the housing management system (including Open Housing, Homefinder Somerset, and Choice Based Lettings) is accurately updated with all changes to tenancies, grant awards, and case progress.
  • Ensure Key Performance Indicators (KPIs) are met around the creation of bed spaces and the number of stakeholders successfully supported.
  • Report concerns relating to the safeguarding of children, young people, or vulnerable adults in accordance with agreed procedures, and co‑operate with key partners and the police to deter anti‑social behaviour.
  • Ensure all activities are statutory and regulatory compliant, adhering to the Regulator of Social Housing Standards (including Tenancy, Safety and Quality, and Neighbourhood standards) and the 1985 Housing Act.
Essentials
  • Good general standard of education (minimum to GCSE standard or equivalent, including English and Mathematics). Evidence of continuing professional skills development.
  • Detailed and extensive professional and technical knowledge of allocations and lettings policy and practice within social housing.
  • Detailed knowledge of wider housing management policy, housing law, and best practice relating to neighbourhood and tenancy management.
  • Working knowledge of Microsoft Office and experience using housing applications (Open Housing System, Homefinder Somerset, Home Swapper, etc.).
  • Knowledge of the demographics of housing tenants and sub‑regional impacts (e.g., Hinkley Point C) on properties for letting and homelessness.
