Job summary

A local recruitment agency is seeking a Highways Project Manager in Newport, responsible for managing civil engineering projects, including the DfT Safer Roads scheme. Job description
Highways Project Manager (2 roles)

Industry: Local Authority

Location: Newport, Isle of Wight – hybrid; required to be on the Island at least twice per month.

Hours: 37 hours per week – Monday to Friday. Duration: from 15 December, for approx. 24 weeks, while recruiting permanently.

Duties
  • Manage DfT Safer Roads scheme.
  • Lead active travel schemes linked to Local Cycling and Walking Infrastructure Plans (LCWIP).
  • Implement Equalities Act and Pedestrian Improvements.
  • Oversee Surface Water Drainage Schemes.
  • Address active landslip area schemes in and around the South Wight.

Key responsibilities include:

  • Establish project governance and produce clear, concise reporting for boards and committees.
  • Facilitate co-operative partnership working with communities, partners and stakeholders.
  • Identify and manage all stakeholders, ensuring regular engagement.
  • Commission client‑appropriate professional services and developer contracts.
  • Make delivery decisions; manage risk to the council and support strategic decision‑makers.
  • Add value to projects and the wider corporate regeneration approach.
  • Direct projects from conception to completion, managing plans, delivery and budgets.
  • Ensure quality assurance and overall integrity of projects and programmes within the highways capital programme.
  • Apply technical expertise in development financing and delivery routes.
Experience and Skills
  • Substantial experience managing and delivering civil engineering and structural asset projects with specialist knowledge.
  • Demonstrated service planning and workload management across competing demands.
  • Delivered multiple schemes simultaneously.
  • Clear communication with staff, elected councillors, partners and others.
  • Leads public and stakeholder meetings on complex issues.
  • Negotiation skills, tact and diplomacy when dealing with diverse views.
  • Financial management experience: capital and revenue budgets, procurement, raising orders, invoicing; knowledge of construction and material markets.
  • Will be able to work on the Island at least two days per month.
Salary

£36.94 per hour (PAYE).
