Job summary

The Chartered Institution of Highways & Transportation (CIHT) invites applications for a Highways Inspector in Salford. You will join a team within Salford City Council to inspect highways, record conditions and coordinate maintenance, ensuring compliance with legislation.

The role emphasises liaison with utility companies and other departments, delivering timely responses to public requests and upholding safety standards while developing technical skills through training and accreditation

Qualifications

• Relevant qualifications and experience in highways engineering/inspection.
• Proven technical skills and a track record of delivering outcomes.
• Knowledge and understanding of current and emerging legislation and its application.
• Customer-focused approach to dealing with elected members, the public and internal teams.
• Well organised and efficient with the ability to prioritise workload.
• Ability to communicate concisely and effectively at all levels.
• Proactive attitude and problem-solving capability.

Responsibilities

• Carry out routine inspections of the highway, record condition and instruct maintenance work as needed.
• Assist with organisation and co-ordination of asset surveys and data collection.
• Respond to service requests from Councillors and the public in a timely manner and issue maintenance work as required.
• Ensure all decisions comply with relevant legislation and Acts.
• Inspect openings in the highway under the New Roads and Street Works Act 1992.
• Enforce requirements of the Highways Act 1980.
• Liaise with utility companies to ensure proper reinstatement of the highway.
• Coordinate with other agencies and council departments on construction and co-ordination issues.

Your role

You will work as part of a team of Inspectors and link in with the wider operations of asset management and maintenance. We want you to:

• Carry out routine inspections of the highway, record condition and instruct any necessary maintenance work, using handheld data capture devices.
• Assist with the organisation and co-ordination of all asset surveys and data collection.
• Respond to requests for service from Councillors and members of the public in a timely manner, and issue any maintenance work as required.
• Ensure all decisions made are in line with all relevant legislation and Acts.
• Inspect openings in the highway in accordance with the New Roads and Street Works Act 1992.
• Enforce the requirements of the Highways Act 1980.
• Liaise with other agencies such as utility companies to ensure adequate reinstatement of the highway.
• Co-ordinate with outside agencies and other council departments on construction and co-ordination issues on the highway.
• Represent Salford City Council in court in respect of accident claim defence and enforcement issues.

• Relevant qualifications and experience in highways engineering/inspection.
• Proven technical skills and a record of accomplishment for delivering outcomes.
• Knowledge and understanding of current and emerging legislation and its application.
• A customer-focused approach to dealing with Elected Members, the public and other internal teams.
• Well organised and efficient, with the ability to prioritise and manage your workload.
