Highway Engineer – Stopping Up and Legal Closures in Manchester – £22.18 per hour, Hourly

This is an exciting opportunity for a motivated and experienced Highway Engineer to join our dynamic Highways team in Manchester. Specialising in processing and managing stopping up and other legal highway closures, you will ensure that all applications adhere to the statutory procedures outlined by the Highways Act 1980 and the Town and Country Planning Act 1990. When demand in this stream lessens, you will also assist with the delivery and review of Section 278 and Section 38 highway agreements. What you will do
  • Lead and manage all stopping up and highway closure processes, collaborating with applicants, legal services, and planning officers.
  • Maintain a register of applications and deliver timely updates to stakeholders.
  • Interpret and comply with relevant legislation while drafting reports, legal notices, and formal orders.
  • Conduct site visits, consultations, and attend court hearings or public inquiries as needed.
  • Provide technical support on Section 278 and Section 38 agreements, ensuring designs meet council standards.
  • Maintain precise records and contribute to performance reporting.
  • Aid in policy development and process improvements for highway closures and legal agreements.
  • Represent the council at various internal and external meetings.
Essential Criteria
  • In-depth understanding of relevant legislation such as the Highways Act 1980.
  • Experience with statutory processes related to highways and planning approvals.
  • Strong organisational skills and the ability to meet statutory deadlines.
  • Excellent written and verbal communication skills.
  • Experience communicating with diverse stakeholders.
  • Proficient in Microsoft Office and other document management systems.
Desirable Criteria
  • Prior experience within a local authority or similar environment.
  • Knowledge of Sec.278 and Sec.38 processes.
  • Familiarity with public consultation processes.
  • Public speaking experience at meetings or inquiries.
  • Membership of a professional body like CIHT or RTPI.
