Job description

This opportunity is currently being offered on a fixed term contract basis of 5 years; however, if budgets allow the contract length may be extended and/or become permanent, though this is not guaranteed. Are you an experienced heritage, culture or regeneration professional looking to lead a landmark programme with lasting impact? Medway Council is seeking a Heritage Place Programme Manager to drive the delivery of the Medway Heritage Place programme, a major National Lottery Heritage Fund-supported initiative that celebrates Medway's rich heritage while supporting community engagement, sector development and place-based regeneration. Working closely with the Head of Culture & Heritage, you will lead complex projects and partnerships, oversee programme administration, and ensure the successful delivery of ambitious outcomes that benefit residents, visitors and communities across Medway.

This is an exciting opportunity for a skilled programme manager with significant experience working across heritage, culture and place-based regeneration. You will bring strong leadership, project management and stakeholder engagement skills, alongside a track record of delivering significant programmes of work on time and within budget. You will be confident managing teams, building partnerships, developing funding bids and navigating complex stakeholder environments. In return, you'll play a pivotal role in shaping Medway's cultural future, working within a supportive team and flexible hybrid working environment, while helping to create meaningful opportunities for people to connect with Medway's stories, heritage and identity.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:

Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.

We are seeking to appoint a Heritage Place Programme Manager. You can demonstrate knowledge, experience and skills to allow you to perform within this role. You will identify, through application, how you meet the elements detailed within the person specification, at either Level A, B or C. You will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
