Health & Safety Manager – Network Rail (Transpennine Route Upgrade)
Role: Health & Safety Manager
Salary: £55,596 to £65,966 per annum
Location: York, Leeds or Manchester
Contract Type: Full time, permanent
Office Requirement: Hybrid, minimum 3 times a week in office or site

Brief Description

Lead functional audits across the programme, drive proactive risk reduction strategies, and champion safety excellence. Act as the key link between Alliance and central teams, steering critical safety communications, inspections, and meetings. Work closely with delivery teams to embed practical safety improvements, investigate incidents and ensure lessons are shared and actioned.

Ideal Candidate

Proactive, knowledgeable and people‑focused Health & Safety Manager with a strong background in auditing. Proven experience in conducting functional audits and driving risk reduction across complex infrastructure projects. Champion of a positive safety culture, leading by example and influencing stakeholders at all levels. Solid understanding of health and safety legislation and best practice, ideally in rail, construction or infrastructure. Ability to assess risk, manage compliance and deliver continuous improvement. Confidence using digital systems to produce clear, professional reports for executive decision‑making.

Key Accountabilities
  • Provide functional support, guidance and professional expertise on health and safety matters for the portfolio of projects.
  • Lead the HSEA specialist aligned to the project teams (where applicable).
  • Lead/direct periodic meetings with contracting organisations to share best practice and lessons learnt.
  • Support inspection and monitoring of safety and environmental performance of projects.
  • Work with teams to determine practical and deliverable measures to improve safety performance.
  • Support investigation of accidents and incidents and implementation of recommendations.
  • Serve as the single point of contact with HMRI and other health and safety organisations.
  • Coordinate programme health & safety activities and liaise with other IP Regions, programmes and major projects.
Required Skills and Experience
  • Member of the Institute of Occupational Safety and Health (IOSH) at Certified (CertIOSH) level or above.
  • Significant experience managing HSEA issues on major programmes in construction and/or rail.
  • Completed a Project Safety Management course.
Advantageous Proficiency
  • NEBOSH Diploma and/or IEMA Certificate.
  • Lead Auditor certification.
  • Experience as a health and safety and/or environment practitioner.
  • Familiarity with Network Rail systems and processes.
  • Working knowledge of contractor safety regulations, standards and applicable rules.
  • Strong IT skills, including experience with electronic inspection systems.
  • Audit and assurance capability.
  • Comprehensive knowledge of CDM regulations and their application.
