Health & Safety Manager - Major Construction Project

Location: Milford Haven, Pembrokeshire

Sector: Major Construction / Tier 1 Main Contractor

Project Value: £60m+

Contract: Permanent

Blue Water Recruitment are currently looking to speak with experienced Health & Safety Managers for an opportunity with a leading main contractor delivering a major construction project in Milford Haven.

Due to the confidential and security-sensitive nature of the project, there is limited information regarding the client, project and scope that can be disclosed during the initial stages of the recruitment process.

Candidates progressing through the process will be required to sign a Non-Disclosure Agreement (NDA) before further confidential project information can be provided.

We are therefore particularly interested in experienced construction professionals who are comfortable operating within secure, confidential and highly controlled project environments.

The Role

As Health & Safety Manager, you will play a key role within the Project Leadership Team, taking responsibility for managing all health, safety and compliance activities throughout the lifecycle of the project.

You will lead the implementation of the project's health and safety strategy, ensuring compliance with all statutory requirements, company procedures and industry best practice. Working closely with site teams, subcontractors, consultants and senior management, you will help drive a positive safety culture while ensuring the highest standards of health, safety and wellbeing are maintained at all times.

Key Responsibilities
  • Lead the health and safety function across the project from mobilisation through to completion.
  • Develop, implement and monitor project-specific health and safety plans, procedures and management systems.
  • Ensure compliance with all relevant legislation, regulations and company standards.
  • Carry out regular site inspections, audits and safety reviews.
  • Monitor contractor and subcontractor compliance with health and safety requirements.
  • Investigate incidents, accidents, near misses and unsafe acts, ensuring corrective actions are implemented.
  • Produce detailed reports and safety performance data for senior management.
  • Deliver health and safety briefings, inductions, toolbox talks and training sessions.
  • Support operational teams with risk assessments, method statements and safe systems of work.
  • Promote a proactive health and safety culture across the site.
  • Liaise with clients, regulatory bodies and external stakeholders on health and safety matters.
  • Ensure welfare facilities, occupational health provisions and wellbeing initiatives are maintained.
  • Monitor project performance against key health and safety objectives and KPIs.
  • Provide advice and guidance to project teams regarding best practice and legislative requirements.
  • Maintain accurate health and safety records, documentation and compliance registers.
  • Support emergency preparedness planning and incident response procedures.
  • Maintain appropriate levels of confidentiality and information control throughout the project.
Essential Experience
  • Previous experience operating as a Health & Safety Manager within a main contracting environment.
  • Experience working on major construction projects, ideally with project values exceeding £60 million.

  • Excellent report writing and analytical skills.
  • NEBOSH Construction Certificate or NEBOSH Diploma.
  • Membership of IOSH (minimum) with working towards or holding Chartered status desirable.
  • Relevant construction-related qualification.
Security & Confidentiality

Due to the nature of the project, confidentiality and the ability to operate effectively within a security-controlled environment are important requirements of the position.

Candidates should be comfortable progressing through a recruitment process where certain information regarding the client, project and scope cannot initially be disclosed.

Further information will be made available to suitable candidates at the appropriate stage and will be subject to completion of an NDA.

Previous experience working within secure, defence, nuclear, energy, critical infrastructure or other highly regulated construction environments would be advantageous.

Existing relevant security clearance and/or BPSS would also be beneficial.

  • Chartered IOSH status.
  • Mental Health First Aid or additional safety-related qualifications.
The Opportunity

This is an opportunity to take a leading health and safety role on a major, high-value and confidential construction project with an established main contractor.

The position would particularly suit an experienced Health & Safety Manager accustomed to technically complex projects where compliance, risk management, stakeholder engagement and maintaining exceptional safety standards are critical to successful project delivery.
