Job description

The Station Safety, Health, Environment and Fire Advisor (SHEA) is responsible for the provision of specialist advice and guidance to the Station Commander (Stn Cdr) on all aspects of Health and Safety (H&S), Environmental Protection (EP) and Fire (SHEF) at RAF Honington. The SHEA's main role will be supporting the delivery of the RAF Honington Safety and Environmental Management Plan (SEMP) and Fire Safety Management Plans, including support to Air Safety matters, Continuous Improvement, Quality Assurance, Reporting and Food Safety matters, where issues overlap with SHEF arrangements. The SHEA will work closely with the other members of the Station to deliver the SEMP on behalf of the Stn Cdr.

Responsibilities
  • Investigating relevant health and safety hazards and referring pertinent matters to the Station Commander (Stn Cdr).
  • The management of the MySafety reporting system, ensuring that all reports are completed fully, in compliance with Data Protection Act, suitable investigations are carried out and recommendations identified and tracked.
  • The analysis and trending of MySafety reporting to identify key risks.
  • The continual improvement of the RAF Honington SEMP; working to increase SHEF reporting and reduce the occurrence of SHEF incidents and near misses.
  • Organising and carrying out all SHEF first party audits and safety inspections of all workplaces. Providing audit reports and tracking recommendations arising from the audit.
  • The maintenance of accidents and dangerous occurrence records, causal factors, and consequential recommendations.
  • Coordinating the SHEF training requirements and the management of training documentation.
  • Ensuring that appropriate SHEF information is promulgated to appropriate stakeholders and all relevant SharePoint sites are kept up to date.
  • The risk manager for the RAF Honington Safety Risk Register on PARMIS (Performance & Risk Management Information System). The review of safety reporting and assurance activity to identify areas of risk.
  • Preparation for the quarterly RAF Honington Safety and Environmental Management Board (SEMB) and higher-level Safety Meetings.
  • Monitor compliance with SHEF regulation to provide assurance to the Stn Cdr that activities are conducted in accordance with extant regulation for Safe Systems of Work and Safety Places of Work and highlighting areas of risk and prohibiting any work activity that involves an imminent risk of serious personal injury.
  • Act as the Station Hearing Conservation Officer, Radiation Safety Officer, and Laser Safety Officer.
  • The direct line management of two Civil Servants (SEPA (EO), EFFP (EO)).
  • Any other task commensurate with HEO grade as directed by the Stn Cdr.
