Job summary

Frome Medical Practice is seeking a Health Care Technician to support safe, effective care within a multidisciplinary primary health care team. You will work under supervision to perform delegated clinical, administrative and population health tasks, contributing to quality records and service improvement.

The role emphasises preventative care, data quality and patient support, with training provided to develop competencies and expand responsibilities over time.

Qualifications

• GCSE level 4/Grade C in English and Maths or equivalent.
• Care Certificate or willingness to complete within 6 months.
• Level 3 Diploma in Health & Social Care or equivalent, or willingness to undertake within 12 months.
• Evidence of continuing professional development relevant to clinical support work.

Responsibilities

• Undertake basic clinical measures (BP, height/weight, BMI, urine tests, ECG, venipuncture).
• Support NHS Health Checks and long-term condition recall activity.
• Assist with vaccination/immunisation programmes and clinic preparation.

This is a full-time position, working Monday to Friday. In addition, there is a contractual requirement to work on 12 Saturdays per year, with 4 hours worked on each occasion. These additional hours will be paid as overtime.

Job purpose

As a Health Care Technician at Frome Medical Practice , you will support the delivery of safe, effective and high-quality care as part of the multidisciplinary primary health care team. The role will work under the direction of the Lead Health Care Assistant (HCA) and registered clinical staff, undertaking delegated clinical, administrative and population health activities within agreed competency, training and supervision arrangements.

You will contribute to preventative care, long-term condition monitoring, recall activity, clinical data quality, patient support and service improvement, while maintaining accurate records and escalating clinical concerns appropriately.

This is a practical, hands-on role that helps ensure the right information is collected, recorded and available to support safe and timely clinical decisions by the wider healthcare team.

Clinical responsibilities

Clinical responsibilities will include, but are not limited to:

• Undertaking basic clinical procedures within agreed scope of competence, including blood pressure recording, height, weight, BMI, urine testing, ECG recording and taking blood tests
• Supporting NHS Health Checks, cardiovascular risk assessment and long-term condition recall activity
• Undertaking diabetic foot checks and other delegated monitoring tasks once trained and assessed as competent
• Supporting vaccination and immunisation programme activity, with cold chain checks, clinic preparation and patient flow
• Supporting point of care testing, quality control checks and equipment maintenance/calibration as directed
• Maintaining accurate, objective and timely health care records on the clinical system
• Actively participating in audit, quality improvement projects and service redesign activity
• Maintaining stock levels, clinical room readiness and safe management of clinical equipment when required
• Escalating abnormal findings, safeguarding concerns, clinical risk or patient deterioration promptly to a registered clinician
• Supporting care navigation, signposting, lifestyle advice and health promotion activity within competence
• Using EMIS Web, Ardens and agreed clinical templates to support accurate data capture and safe follow-up
• Contributing to improved access, continuity and patient experience by supporting efficient clinical workflows

Service development and quality responsibilities

• Support the practice to make best use of clinical time, improve patient flow and reduce avoidable duplication.
• Contribute to safe systems and processes for recalls, clinical monitoring, vaccination programmes and long-term condition reviews.
• Report incidents, near misses, equipment faults and clinical risks in line with practice policy.
• Support Infection Prevention and Control standards, including clinical room preparation, cleaning responsibilities and audit activity where required.

Training areas

• Requirement:Care Certificate or willingness to complete within 6 months of appointment.
• Requirement: Level 3 Diploma in Health & Social Care, Level 3 Diploma in Clinical Healthcare Support, Senior Healthcare Support Worker Apprenticeship Level 3, or equivalent recognised qualification. If not already held, willingness to undertake and achieve within an agreed timeframe, normally within 12 months of appointment.

Core mandatory training

• Requirement: Safeguarding Adults, Safeguarding Children, Infection Prevention & Control, Health and Safety, Fire Safety, Equality, Diversity & Inclusion, Prevent Awareness, Information Governance and Data Security.
• Expected standard: Required on commencement.
• Requirement: PSIRF Level 1 Patient Safety Training and practice incident reporting processes.
• Expected standard: Required on commencement.

Clinical emergency response

• Requirement: Basic Life Support, AED and recognition/initial response to anaphylaxis.
• Expected standard: Required on commencement.

Clinical system training

• Requirement: EMIS Web, Ardens templates, Docman/workflow processes where relevant, recalls and accurate clinical coding.
• Expected standard: Required on commencement.
• Requirement: Blood pressure, height, weight, BMI, urinalysis, capillary blood glucose, pulse oximetry, peak flow, ECG recording and venipuncture.
• Expected standard: Competency sign-off required.
• Requirement:NHS Health Checks, CVD risk assessment, diabetes pathway awareness, diabetic foot checks and recall processes.
• Expected standard: Competency sign-off required.

Specimen and POCT processes

• Requirement: Safe specimen handling, labelling, transport and point-of-care testing quality control where applicable.
• Expected standard: Competency sign-off required.
• Requirement: Cold chain awareness, vaccine clinic preparation and vaccine administration only where appropriate training, authorisation and competency are in place.

IPC and clinical room safety

• Requirement: Cleaning responsibilities, PPE, clinical waste, sharps safety and management of clinical environments.
• Expected standard: Required.

Quality improvement

• Requirement: Audit, service improvement and population health approaches relevant to the role.

It is the post holder's responsibility to complete required training and maintain compliance with organisational standards and regulatory requirements. Failure to stay current with training obligations may impact the ability to fulfil the role effectively.

Competency and supervision

• Clinical tasks will be introduced through supervised practice and competency assessment
• The post holder must maintain a personal training and competency portfolio
• Competencies should be reviewed at induction, probation, annual appraisal and whenever there is a change in scope of practice
• Annual reassessment should be completed for key clinical skills and any high-risk or infrequently performed tasks
• The post holder must seek advice from a registered clinician where findings are abnormal, they are unsure, or the patient appears clinically unwell

• Experience of quality improvement, audit or recall activity, or willingness to undertake training.
• Good team player and able to work on own initiative.
• Good communication skills, both written and verbal.
• Flexible approach to working and willingness to support changing service needs.
• Ability to organise and prioritise workload safely.
