Job summary

Vital Human Resources is seeking a Health & Safety Manager (Assurance) for Manchester & North West rail infrastructure projects. You will plan, coordinate and deliver assurance across live works, audits, inspections and thematic reviews to ensure robust controls across construction and railway operations.

The role requires CMIOSH and NEBOSH Level 6, with travel to multiple project sites and flexibility for nights, weekends and possessions as needed.

Qualifications

• Chartered IOSH (CMIOSH) qualification.
• NEBOSH Level 6 Diploma or equivalent.
• Significant rail/construction/infrastructure experience.
• Proven audits, inspections and assurance reviews experience.
• Strong CDM 2015 knowledge and construction safety understanding.
• Excellent report writing, analytical and stakeholder skills.
• Willingness to travel across project locations and work nights/weekends when required.

Responsibilities

• Develop and maintain risk-based assurance schedules aligned to programme risks and planned works.
• Deliver alliance-level audits, inspections, thematic reviews and assurance activities.
• Conduct site assurance across major works, possessions, blockades, nights and weekends.
• Assess effectiveness of health and safety controls across contractors and supply chain partners.
• Produce clear, evidence-based assurance reports.
• Manage findings and evidence within the Align system and monitor close-out.
• Identify recurring trends, risks and opportunities for improvement.
• Support governance reporting and Integrated Assurance Reviews.
• Build stakeholder relationships while maintaining assurance independence.

The Opportunity

We are seeking an experienced Health, Safety & Wellbeing team.

This role is responsible for planning, coordinating and delivering health and safety assurance across major rail infrastructure works. You'll undertake audits, inspections, thematic reviews and targeted assurance activities to ensure effective controls are in place across live construction and railway operations.

Key Responsibilities

• Develop and maintain risk–based assurance schedules aligned to programme risks and planned works.
• Deliver Alliance–level audits, inspections, thematic reviews and assurance activities.
• Conduct site assurance across major works, possessions, blockades, nights and weekends.

Essential Requirements

• Chartered Member of IOSH (CMIOSH).
• NEBOSH Level 6 Diploma or equivalent Level 6 Health & Safety qualification.
• Significant experience within rail, construction, infrastructure or another high–risk industry.
• Proven experience carrying out audits, inspections and assurance reviews.
• Strong understanding of CDM 2015 and construction safety requirements.
• Ability to assess live works and verify critical controls.
• Excellent report writing, communication and analytical skills.
• Experience managing findings and corrective actions.
• Confidence engaging with and challenging operational and senior leadership teams.
• Willingness to work nights, weekends and possessions when required.
