TwoScore - HSEQ Recruitment is supporting a leading infrastructure organisation in hiring an experienced Health And Safety Manager. This newly created role shapes safety, assurance and operational risk across a large network and develops policies, assurance processes and continuous improvement.

You will work with operational leaders and contractors to improve safety performance, provide expert guidance and ensure governance and compliance across the business.

Qualifications

  • Experience in utilities, infrastructure, rail, highways, energy or other high‑risk environments.
  • Knowledge of UK Health & Safety law incl. CDM, PUWER, LOLER and NRSWA.
  • recognised Health & Safety qualifications such as NEBOSH/IOSH for practice.

Responsibilities

  • Develop, review and maintain Health & Safety policies, standards and assurance frameworks.
  • Lead assurance activities across operational teams and contractors for compliance.
  • Plan and deliver audits, inspections and assurance reviews to identify risks and drive improvements.
  • Analyse incident trends, audit findings and performance data to identify risks and prevent recurrence.
  • Lead investigations and support robust root cause analyses and continuous improvement.
  • Provide expert advice to operations, contractors and senior stakeholders on safety matters.
  • Support behavioural safety initiatives and help embed a positive safety culture.
  • Produce assurance reports, metrics and recommendations to support decisions.
  • Lead or support safety risk programmes including contractor assurance.

Job description

We're supporting a leading infrastructure organisation in the search for an experienced Health And Safety Manager to join its expanding Health & Safety function.

This is a newly created role, offering an excellent opportunity to shape how safety, assurance and operational risk are managed across a large operational network. You'll play a key role in developing policies, strengthening assurance processes and driving continuous improvement across the business.

As part of the wider Safety & Assurance team, you'll work closely with operational leaders and contractors to improve safety performance, provide expert guidance and ensure robust governance and compliance.

The Key Responsibilities of the Safety & Assurance Manager:

  • Develop, review and maintain Health & Safety policies, standards and assurance frameworks.
  • Lead assurance activities across operational teams and contractors, ensuring compliance with company standards and legislative requirements.
  • Plan and deliver audits, inspections and assurance reviews to identify risks and drive improvements.
  • Analyse incident trends, audit findings and performance data to identify emerging risks and implement preventative measures.
  • Lead incident investigations and support robust root cause analysis and continuous improvement.
  • Provide expert advice and guidance to operational teams, contractors and senior stakeholders on safety and assurance matters.
  • Support behavioural safety initiatives and help embed a positive safety culture throughout the business.
  • Produce meaningful assurance reports, performance metrics and recommendations to support strategic decision-making.
  • Lead or support key safety risk programmes, including contractor assurance and other business-critical operational risks as priorities evolve.

The Safety & Assurance Manager will have:

  • Experience within utilities, infrastructure, rail, highways, energy or another high-risk operational environment.
  • Previous experience within safety assurance, operational risk, contractor management, governance or compliance.
  • A recognised Health & Safety qualification such as NEBOSH General Certificate, IOSH Managing Safely, NVQ Level 3/5 or equivalent.
  • Good knowledge of UK Health & Safety legislation and regulations, including CDM, PUWER, LOLER and NRSWA.
  • Experience carrying out audits, investigations and compliance activities.
  • Strong stakeholder management skills with the ability to influence operational teams, contractors and senior leadership.
