Job Description
  • To ensure the delivery of a robust Health and Safety service across AGS Airports Limited including all areas of Health, Safety, Security & Sustainability (HSSS), as well as all other areas identified within the AGS Managing Responsibly System (MRS). To set the strategic direction, policies and governance in relation to Health and Safety activities for all areas of HSS S across all airports within the AGS Airports group.
  • The individual must have senior leadership experience, knowledge and experience of broad subject matter in Health & Safety Law.
Principle accountabilities
  • Interpret CAA, HSE and other statutory bodies’ regulations and put in place suitable and sufficient AGS Airports Limited policies, procedures and standards to ensure compliance with such statutory requirements;
  • Set the AGS Airports Limited strategy for HSSS to ensure year-on-year continual improvement;
  • Set improvement objectives for each airport in line with the HSSS strategies and AGS strategic intents on an annual basis;
  • Own, manage and oversee the development, implementation and maintenance of the AGS Managing Responsibly System (MRS);
  • Standardise wherever possible, policies, standard operating procedures, instructions and guidelines, ensuring that AGS Airports will deliver HSSS in line with the respective strategies and Business Plans whilst conforming to the CAA certification and other legal and regulatory requirements;
  • Monitor performance through safety management and risk management systems;
  • Establish and maintain an annual AGS Airports Group audit plan for agreement by the HSSSC;
  • Audit, monitor and review all areas of HSSS across the group to ensure the MRS is fit for purpose;
  • Undertake specific or targeted audits at the request of the COO, AGS Exec Committee, HSSS Committee or AGS Board;
  • Develop and maintain a good working relationship with Category 1 Responders and local resilience forums, to ensure that incidents are handled efficiently. Ensure that incident follow-up actions are documented and disseminated to customers and other airports;
  • Oversee Emergency, Contingency and Business Continuity Planning for AGS Airports addressing : the identification and assessment of significant risks to which people, property or the business may be exposed to by pan airport operations;
  • Ensure that group airports have robust business continuity plans and that applicable staff are allocated to crisis management team roles, they are properly trained and maintain levels of competence;
  • Implement and maintain an overall AGS Crisis Management Team and the routine testing of same;
  • Provide clear and readily understood written procedures for dealing with emergencies, including command structure, communication systems, business recovery and individual roles and responsibilities;
  • Provide support, assistance and guidance to Operations Directors in the event of any crisis situation developing at any group airport;
  • Promote and manage the Risk Management process through the enterprise risk management system and in accordance with recommended performance standards, for activities carried out by AGS Airports’ staff, shared risks in common user areas, risks to members of the public and potential serious incidents.
  • Manage performance measurement systems for the collection, analysis and review of all HSSS performance indicators for presentation at monthly MRGG meetings, AGS Airports Limited Executive Meetings and for submission to the AGS Airports Limited Board and sub groups of the board;
  • To provide all necessary support to the Chief Operating Officer to provide assurance that group airports remain compliant with statutory requirements and groupwide policies, standards and procedures;
  • To provide support, specialist advice and guidance to the AGS Executive Committee, HSSS Committee and AGS Airports Limited Board;
  • To provide input and expert advice where business change management is required, affecting aerodrome certification and all other areas of HSSS;
  • To ensure the requirements for data protection are upheld through the management of the Data Protection Officer (DPO) contract; and
  • To provide legal and technical advice on Fire Safety aspects for projects, changes and improvements across AGS Airports.
Qualifications and experience
  • Of graduate calibre and preferably with a master’s degree.
  • Minimum of Diploma Level in Safety, Environment, Fire Safety or Business Continuity related subject.
Framework and boundaries
  • Recruitment of staff within the HSSS boundaries and planning and monitoring induction to the Company
  • Managing the training and development of the team, including the wider crisis management & business recovery teams
  • Managing the Performance Development Process of direct reports
  • Ensure compliance with and the fair application of Human Resources Policies and Procedures
  • Ensure effective communication and consultation with staff across all areas of the business
  • Liaison with external regulatory bodies in support of local airport Operations Directors
