Overview

Health and Safety and Estates Manager (Maternity cover)
c. £54,000 per annum

Join us at the Money and Pensions Service (MaPS) as the Health and Safety and Estates Manager. Your primary focus will be to champion and embed a robust culture of health and safety across the organisation and manage the estates and facilities function for our Bedford and London offices.

Key Responsibilities
  • Lead the development, implementation, and continuous improvement of our Health & Safety Management System, ensuring full compliance with UK regulations.
  • Chair the Health & Safety Committee and promote a culture of safety, accountability, and shared responsibility across the organisation.
  • Oversee the governance framework for health and safety reporting to People & Culture SLT, Executive Committee, and Audit Risk and Assurance Committee.
  • Develop and execute risk assessment programmes, review incident reports, near‑misses, and the results of health and safety performance.
  • Manage lease arrangements, lease and MOTO arrangements with estate landlords, and corporate contracts to ensure safe occupation of the workspaces.
  • Drive efficiencies, value and supplier management for estates and facilities, manage the function’s annual budget and supplier payments.
  • Coordinate and manage the delivery of an effective colleague‑focused facilities management function for the organisation.
  • Line manage and support development of two direct line reports: Health & Safety Advisor and Office Administrator.
Qualifications
  • Extensive knowledge of UK health and safety regulations (e.g., HSE requirements, ISO 45001).
  • Proven experience in developing and implementing Health & Safety Management Systems in complex organisational environments.
  • Strong leadership skills with experience of leading cross‑functional teams and committees.
  • Track record of managing health and safety compliance, audits, and incident investigations.
  • Experience in risk assessment and hazard management across diverse operational settings.
  • Excellent stakeholder engagement and communication skills to influence senior management and staff.
  • Relevant professional qualification (e.g., NEBOSH Diploma, equivalent).
  • MS Office proficiency, excellent written and verbal communication.
  • Previous experience of delivering facilities and/or office management systems.

Flexible Working

Hybrid working is voluntary, with a minimum of 2 days in the office per week. The number of days that anyone will be able to work at home will be determined primarily by business needs.
