Job Title Head of Transmission Commercial + Policy

Location Glasgow

Salary from £72,400, up to 30% bonus, family health cover and car allowance.

As stated in SPEN's RIIO-T3 Business Plan, SP Transmission (SPT) will invest £10.6 billion to upgrade and grow our transmission network in Central and Southern Scotland by 2031. The Transmission Commercial team plays a key role in supporting SPEN to work at pace to engage with our connecting customers and deliver the transmission network that is required to support Scottish and UK Government low carbon targets, in turn identifying and exploring new commercial opportunities for SPEN.

The Head of Transmission Commercial and Policy will play an exciting, highly visible and strategic role in leading a strong and high-performing Commercial team in collaborating with teams across SPEN in delivering the transformation of Clean Power 2030 and Net Zero ambitions, at a time of unprecedented structural and commercial policy reform across industry. Working with key stakeholders including UK and Scottish Government, Ofgem, the National Energy System Operator (NESO), network operators and our current and future connecting customers across SPEN's transmission network.

This role will be responsible for influencing the introduction and successful delivery of the industry-wide connections reform changes, including the timely revision of SPT's current connection contracted background, as well as the industry-wide commercial reforms taking place, in SPEN's interests. This role will also be responsible for ensuring SPT's processes, resources and systems are reviewed and ready to facilitate the changes required to facilitate the new transmission connections models and introduction of the new RIIO-T3 framework.

This role will also have an incredibly important role to play across the RIIO-T3 framework period, ensuring first class customer service for our connecting customers, driving strong SPT performance across the relevant RIIO-T3 incentives, whilst continuing to protect and enhance SPT's commercial interests and opportunities.

What you'll be doing
  • Leading an excellent, high-performing and busy team of 16 FTE with 3 first line reports through a period of significant industry change and reform, in the form of connections reform and the commencement of the RIIO-T3 price control framework.
  • Influencing and challenging the ongoing industry-wide review of the connections framework and wider commercial policy and code changes, identifying commercial opportunities in SPEN's interests.
  • Ensuring that the Commercial team, as well as other relevant teams across SPT, have the relevant support, resources, processes and systems in place to deliver and implement the connections reform changes and new enduring connections model in a timely manner, for our connecting customers.
  • Developing an enhanced customer liaison function across SPT for customers connecting to the transmission network, ensuring all customers receive first class customer service throughout their connections journey with SPT.
  • Preparing the team for the introduction of the RIIO-T3 price control, commencing in April 2026, ensuring the relevant resources, priorities and governance procedures are in place for SPEN to deliver its commercial obligations and outputs in a timely and coordinated manner.
  • Supporting the ongoing development and career progression of the 3 first line reports, as well as supporting the ongoing development and wellbeing of the Commercial team, during a period of significant reform.
What you'll bring
  • Economics, policy or legal related degree desirable.
  • Extensive energy policy or regulatory experience essential.
  • Self‑motivated and driven individual with proven leadership skills to identify and deliver the priorities of the Transmission Commercial team during a time of significant industry change.
  • Ability to communicate complex commercial concepts to both commercial and non‑commercial audiences, verbally and in writing.
  • Experience of the negotiation and agreement of contractual terms and conditions within the energy sector.
  • Ability to devise solutions to complex problems/challenges and applying innovative thinking where necessary.
  • Numerically articulate with strong attention to detail.
  • Ability to consult others within the business, resolve differences and present a common agreed perspective.
  • Advanced Microsoft Office, Excel, PowerPoint and Word skills (all packages).
  • Excellent written and oral communication skills, including the abilities to influence and persuade effectively.
  • A track record of delivery, ideally in a relevant area of activity.
