Job summary

Sirius Analysis Limited in Portsmouth seeks a Head of Capability to lead the P3MO practice, manage a team of P3M specialists and drive growth across defence and other sectors. The role combines strategic leadership, programme management and business development, with oversight of multiple client engagements.

The successful candidate will shape the capability’s direction, manage stakeholders including MOD and primes, and ensure delivery of high-quality solutions on time and within budget.

Location: Portsmouth – Hybrid – onsite 3 days a week

Here at Sirius Analysis we are looking Head of Project Management to join the team to lead our consultancy’s P3MO capability and team of P3M specialists as we go through our next phase of growth,

Our team is dedicated to delivering high-quality, end-to-end consultancy services, ranging from risk and investment analysis to P3M. This role offers the opportunity to operate across multiple sectors, including defence, nuclear, space and energy.

The Role

As a Head of Capability (HoC) and Managing Consultant, you will play a pivotal role in shaping the strategic direction of the consultancy’s P3MO capability and team of P3M specialists. You will ensure the delivery of high-quality technical solutions, oversee multiple client engagements, and drive business growth. This role combines leadership, deep P3M expertise, and business development, with strong stakeholder management skills and a track record of delivering impactful results in the defence and or non-Defence sectors. Working with other HoCs on strategic workforce planning and day-to-day tactical resource management to ensure appropriate staffing support to the Bid Pipeline and all Projects.

Main Responsibilities

• Overseeing the portfolio of projects, ensuring alignment with client needs and business objectives. Ensuring the P3MO team deliver end-to-end project management of technical projects according to best practice principles by planning, executing, and closing projects according to strict deadlines, timescales and quality.
• Leading and growing the P3MO practice, developing new capabilities and service offerings, and shaping strategic approach to P3MO to ensuring alignment with industry trends and best practices. Line managing P3MO consultants, fostering a supportive team environment featuring a culture of technical excellence and professional growth through a Community of Practice.
• Driving business development activities, including securing new work with Customers directly or through Framework Management and other procurement portals, and expanding the company’s presence in defence and non-defence. Identifying and winning work in line with the company business objectives and overseeing the end-to-end bid process, from identifying opportunities to submitting proposals.
• Providing effective stakeholder management, communications management, risk management, resource management, scheduling and monitoring and reporting on projects, along with supporting ISO 9001 audits and overseeing LfE on projects.

About You

Candidates will require expertise in some or all of the following areas:

• Extensive experience in Project and Programme Management in a consultancy environment, with a proven track record of leading complex defence programs and delivering high-impact solutions, striving to deliver ahead of targets and with experience in managing multiple concurrent technical projects simultaneously through the full lifecycle.
• Strong leadership and people management skills, with a track record of developing high-performing teams and fostering a culture of technical excellence.
• Demonstrated ability to engage with senior stakeholders at MOD, defence primes, and government agencies, shaping strategic direction and influencing policy.
• Strong commercial acumen, with experience in business development, bid writing and bid management, and contract negotiation.
• Experience of line management and enabling people to perform in a dynamic environment.
• Evidence of continuous professional development in project management.
• Have strong communication, presentation and written skills.
• Be a trusted self-motivated individual who can perform when working as part of a team or when acting independently with support from colleagues. Be organised and able to work under pressure with minimal supervision.
• Be able to travel to different sites across the UK.

Qualifications required

• APM Chartership would be desirable..
• Experience of agile and waterfall project management
• Educated to degree level and/or have equivalent relevant experience

Other Requirements

• Candidates must have an existing right to live and work in the UK.
• Candidates must be willing to undergo an internal baseline personnel security standard check prior to starting their employment with the company.
• Candidates must be willing and eligible to complete a United Kingdom Security Vetting (UKSV) security clearance application to the Security Check (SC) level upon starting their employment with the company. To gain SC Clearance you will normally need at least 5 years' UK residency.
