Hampshire and the Solent Combined County Authority is recruiting for a Deputy Monitoring Officer who will lead the Authority’s legal, information governance and complaints functions. You will provide authoritative advice on complex matters, deputise for the Director, and support lawful and transparent decision-making across the Authority.
You will manage a multidisciplinary team, engage with Board members and partner authorities, and ensure high standards of governance, risk management and value
Are you looking for a role where you can help shape something new, make a visible difference and work alongside people who care deeply about their place? If so, HSCCA could be a brilliant next step. We are building a new Combined County Authority for Hampshire and the Solent, bringing together partners across Hampshire, the Isle of Wight, Portsmouth and Southampton to bring investment to the region and to create opportunities for our people, places, communities and businesses.
Please note, while the full salary range is shown, most new starters join at the start of the band. Higher starting salaries may be considered where a candidate brings significant relevant skills, experience, or expertise.
Reporting to the Director of Legal and Governance (Monitoring Officer), you will lead the Authority’s legal, information governance and complaints functions and act as Deputy Monitoring Officer. You will enable the Chief Executive, Board members, the Mayor when elected, and colleagues to deliver ambitious programmes through sound, proportionate and practical legal advice.
In this role, you’ll play a crucial part in ensuring our teams have the tools, knowledge, and processes they need to deliver a high-quality service. You will:

We do not expect you to meet every one of these criteria. If you are genuinely excited by this role and bring most of what we are looking for, we want to hear from you.
We are building the HSCCA on the basis that how we work is as important as what we deliver. We want people who bring enthusiasm, drive, and authenticity - who are proactive, open to challenge, and motivated by progress rather than process. We value collaborative leadership: the ability to bring people together across organisational boundaries, respect the expertise of others, and create shared direction without needing to own everything.
We act in line with the Nolan Principles. We use public money responsibly, make evidence-based decisions, and hold ourselves to high standards of integrity, inclusion, and accessibility. We expect feedback to be given and received constructively, challenge to be welcomed, and relationships to be built on openness, trust, and mutual respect.
This is a complex, fast-moving environment. We need people who are energised by that.
Joining Hampshire and the Solent Combined County Authority (HSCCA) is an opportunity to help shape a newly established public service organisation as it takes on new responsibilities devolved from Government. You will have a genuine voice in how we develop, while working on high-profile projects that positively impact communities, businesses and the wider region.
