Job summary
The Strategic Performance and Information Service plays a pivotal role offering the following key functions across the organisation:
- Development and facilitation of the trust's performance assurance frameworks and processes
- Provision of data, performance and productivity metrics and analytical support
- Submission of mandated statutory information to external stakeholders (nationally and regionally)
- Management of our data warehouse to extract data from various Clinical and trust wide systems ensuring reporting structures meet our internal and external reporting requirements
- Use of advanced analytical tools and techniques to transform data into insightful reports, statistics and key performance indicators
As Head of Information and Reporting you will provide a senior leadership role within the Strategic Performance and Information service, responsible for leading the strategic development, design, delivery and continuous improvement of the Trust's data visualisation strategy, enterprise reporting, and data warehouse infrastructure.

Main duties of the job
- Leadership for data with responsibility to develop a high‑performing multi‑disciplinary team of data visualisation, reporting and warehousing managers
- Lead the development and delivery of a Trust‑wide strategy for data visualisation, business reporting and the enterprise data warehouse.
- Develop and oversee implementation of a Management Information Framework, harnessing the potential of Power BI.
- To be responsible for the management and development of a robust infrastructure to support the Trust’s regulatory, statutory and mandated reporting requirements (this includes infrastructure for the data warehouse and the business intelligence solution).
- To be responsible for ensuring that there is a disaster recovery strategy in place for the data warehouse and related systems, working closely with IT to ensure that this strategy is tested and reviewed on a regular basis.

Job responsibilities
Strategic Leadership
- Lead the development and delivery of a Trust‑wide strategy for data visualisation, business reporting and the enterprise data warehouse.
- Develop and oversee implementation of a Management Information Framework, harnessing the potential of Power BI.

- Stay abreast of industry best practices and new software and techniques that could enhance the Trust’s Data Warehouse, ensuring the organisation maximises the opportunities these bring.
- Act as the ISD (Informatics Skills Development) lead for the organisation, helping to raise the profile of information; attend the quarterly ISD leads meetings and share learning, support focus groups where appropriate and advertise the ISD courses internally to promote staff development.
- Identify opportunities to secure additional income and revenue where appropriate within organisational priorities.
Operational Delivery
- Lead and manage the teams responsible for data visualisation system, tools and development; production of statutory, operational and strategic reports; and data warehouse architecture, ETL pipelines and governance.
- Ensure data quality, security and compliance with NHS Data Security and Protection Toolkit, IG policies and national data standards.
- Ensure delivery of accurate and timely national and internal submissions and reports, supporting regulatory compliance (e.g. NHS England, CQC, ICB reporting).
- Ensure a robust infrastructure to support the Trust’s regulatory, statutory and mandated reporting requirements (including infrastructure for the data warehouse and the business intelligence solution).
- Ensure a disaster recovery strategy is in place for the data warehouse and related systems, working closely with IT to test and review it regularly.
- Lead on the development of business intelligence and analytical toolkits and capabilities for senior managers and clinicians to enable timely performance and financial data.
- Manage and implement Information Standards Notices and address deadlines for implementation.
- Develop and implement Data Quality tools to support the data quality framework and enable monitoring and compliance.
- Develop and implement a Data Quality Framework providing ongoing assurance that all activity and performance related data is timely, accurate, consistent and relevant.
Governance and Assurance
- Lead development and enforcement of data standards, definitions and policies, ensuring all standards of the information systems meet national and local frameworks.
- Ensure compliance with all statutory data and reporting requirements (e.g. NHS England, ICB, CQC) and that all data has a robust quality assurance and sign‑off process prior to submission.
- Oversee audit readiness, business continuity and risk registers related to data infrastructure and reporting.
Engagement & Collaborative Working
- Build strong relationships with stakeholders internally and externally to ensure reporting and data needs are understood and met, managing conflicts and clarifying information challenges.
- Provide leadership and coaching to the data visualisation, reporting and data warehouse teams and influence multi‑disciplinary groups to improve data quality and use of intelligence.
- Collaborate with cross‑functional teams to align data management and analytic initiatives.
- Collaborate with peers in other organisations to achieve optimal locality working.
- Represent the organisation at local, regional and national performance forums as required.
Leadership and People Management
- Lead development of a high‑performing multi‑disciplinary team of data visualisation, reporting and warehousing managers.
- Line‑manage Reporting Manager and Data Engineering Manager, ensuring regular supervision, monthly reviews and annual IPDR.
- Recruit and conduct informal and formal procedures for the team.

Person Specification
Experience – Essential
- Substantial senior‑level experience within an informatics function.
- Extensive experience in leading Business Intelligence and Data Warehousing teams within a complex organisation, ideally in the NHS or public sector.
- Demonstrable leadership skills with the ability to lead by example and motivate teams.
- Experience in managing data architecture, ETL and warehousing in a cloud or hybrid environment.
- Proven experience delivering large‑scale reporting and visualisation programmes.
- Significant experience of planning and managing projects ranging in complexity and value.
Experience – Desirable
- Proficient in SQL language.
Knowledge – Essential
- Knowledge and understanding of NHS standards, definitions and data flows.
- Expert knowledge of advanced statistical techniques and modelling.
- Expert knowledge of data visualisation tools and techniques.
- Understanding of database design and development.
