Role Summary
The Head of HR acts as the strategic architect of the hospital’s people agenda driving business transformation through workforce strategy, employee experience design, and digital HR innovation. This role ensures that every stage of the employee journey from attraction to exit is supported by agile policies, robust governance, and data-driven insights. By embedding design thinking and digital transformation into HR practices, the HRBP builds a future-ready, high-performing, and humane veterinary workplace.
Key Responsibilities
1. Strategic Workforce Planning & Advisory
- Partner with leadership and department heads to align manpower plans with hospital growth and service capacity.
- Anticipate future workforce skills using analytics and capability mapping.
- Advise leadership on manpower budgets, succession planning, and organizational design.
- Lead change management initiatives and facilitate cross-functional collaboration.
2. HR Digital Transformation & Data Analytics
- Lead digital HR initiatives (HRMS optimization, workflow automation, AI tools for recruitment and engagement).
- Implement HR analytics dashboards (turnover trends, cost-per-hire, productivity, and engagement metrics).
- Champion adoption of data-driven decision-making in workforce and performance planning.
- Collaborate with IT and Finance to integrate HR data into enterprise dashboards.
3. Employee Journey & Experience Design
- Map and continuously improve the employee journey lifecycle from onboarding, learning, and engagement to exit.
- Apply design thinking principles to reimagine employee touchpoints for efficiency and empathy.
- Introduce employee personas and journey maps to inform HR interventions and policies.
- Measure and enhance the “Voice of Employee” through continuous feedback mechanisms.
4. HR Policy, SOP & Governance
- Develop, implement, and review HR policies, SOPs, and employee handbooks to align with MOM, TAFEP, PDPA, and AVS requirements.
- Ensure version control and documentation standards are maintained for audits.
- Conduct HR policy awareness sessions and ensure consistent application across departments.
- Maintain readiness for MOM and WSH audits through accurate records and compliance frameworks.
5. Performance & Rewards Strategy
- Oversee the hospital’s performance management framework, KPIs, goal setting, and review cycles.
- Drive pay equity and market competitiveness through structured salary bands and benchmarking.
- Manage recognition and incentive programs that reinforce desired behaviours and outcomes.
6. Organizational Culture, DEI & Well-Being
- Cultivate a purpose-driven culture rooted in empathy, ethics, and professional excellence.
- Embed Diversity, Equity, and Inclusion (DEI) across talent management and leadership practices.
- Oversee mental health, resilience, and well-being initiatives aligned with TAFEP best practices.
- Serve as a role model for ethical conduct, psychological safety, and respect in the workplace.
Requirements
- Bachelor’s or Master’s degree in HR, Business, or Organizational Development.
- Minimum 10-15 years of HR experience, in a business partner or strategic HR role.
- Proven experience in HR digital transformation, design thinking, or EX (employee experience) strategy.
- Deep knowledge of Singapore Employment Act, PDPA, MOM/TAFEP frameworks.
- Certified Design Thinking / Agile HR / Digital HR preferred.
- Exceptional communication, analytical, and facilitation skills.
- Strong ability to balance strategy with hands-on operational oversight.
- Preference for candidates who have worked in veterinary industry and available on short notice to join.
