Role Overview
The Head of Enterprise Portfolio Management Office (EPMO) serves as a pivotal leader within the organisation driving transformation through effective communication, strategic vision and exemplary leadership. Reporting directly to the Chief Transformation Officer this role is responsible for the development of the enterprise data ecosystem, the prioritisation of change initiatives and the stewardship of investment collaboration with the Head of Enterprise Change Excellence. The Head of EPMO sets best practice standards and ensures their adoption across the enterprise change function.
Operating at an executive level and spanning the entire Prudential Assurance Company (PAC), the Head of EPMO plays a central role in facilitating collaboration as the organisation transitions towards a unified One Team approach. The position requires robust stakeholder engagement at the PAC level, confident interaction with ExCo and the orchestration of a rolling three‑year enterprise change strategy.
Key responsibilities include driving strategic alignment, overseeing robust governance frameworks and enabling insight‑driven decision‑making at the highest organisational tier. The Head of EPMO holds accountability for portfolio spend management, the prioritisation and sequencing of initiatives and the tracking of benefits and OKRs. This role ensures adherence to and continual improvement of standards through ownership of the data ecosystem. Furthermore the Head of EPMO translates group‑wide insights into actionable portfolio decisions, shapes the PAC‑wide change agenda, constructively challenges senior stakeholders and ensures that governance and investment decisions remain aligned with the organisation’s long‑term strategic objectives.
Key Responsibilities
Reporting & Budget Accountability
- Holds accountability for budgets across the enterprise change portfolio with overall budget approval by PAC ExCo.
- Responsible for resource planning and allocation across portfolio directors’ portfolios ensuring alignment with agreed budgets and change risk appetite.
- Partners with Finance and Technology to build the right resource mix and maintain a clear view of capacity plans.
- Owns rolling three‑year capacity forecasting to support strategic planning and delivery sequencing.
Influence & Decision‑Making
- Makes strategic recommendations to the Chief Transformation Officer and ExCo regarding initiative prioritisation, sequencing and resource allocation.
- Influences decisions when capacity or risk thresholds are breached ensuring alignment with enterprise risk appetite and delivery goals.
- Acts as a key advisor to PAC ExCo providing data‑driven insights and challenge where needed.
Collaboration & Boundaries
- Attends enterprise‑wide SteerCos (e.g. PAC Service Excellence) to provide insight, challenge and ensure alignment with enterprise delivery standards.
- Works closely with the Head of Enterprise Change Excellence to ensure best practice frameworks are consistently applied across all change initiatives.
- Accountable for the data ecosystem supporting change delivery including reporting tooling integration and benefit tracking.
- Not accountable for Change Excellence which sits under the remit of the Head of Enterprise Change Excellence.
Audit & Assurance
- Supports the Head of Enterprise Change Excellence in resolving audit actions related to change delivery quality, governance and risk.
- Accountable for audit actions specifically related to PMO operations including data accuracy, reporting tooling and portfolio oversight.
- Ensures audit readiness across PMO‑managed domains and collaborates with Risk Audit and Change Excellence teams to maintain compliance.
Taxonomy & Classification
- Owns and maintains the enterprise‑wide change taxonomy ensuring consistent classification and reporting of all change initiatives.
- Works in close partnership with the Head of Enterprise Change Excellence to align taxonomy with delivery models, governance frameworks, best practice standards and tooling.
- Ensures taxonomy supports strategic decision‑making, benefit tracking and capacity planning.
Delivery Calendar & Sequencing
- Responsible for amalgamating the enterprise‑wide change delivery calendar integrating inputs from all portfolios to ensure visibility and alignment.
- Accountability for sequencing rests with Portfolio Directors but the Head of EPMO ensures coherence across regulatory transformation and BAU change.
- Provides insight and challenge to support strategic sequencing decisions and capacity planning.
Governance Escalation & Advisory
- Escalates blockers and systemic issues identified across PAC Board, ExCo and management committees to the Chief Transformation Officer.
- Provides advisory insight and recommendations to support governance simplification, decision‑making, clarity and process efficiency.
- Collaborates with governance leads and Portfolio Directors to ensure issues are addressed constructively and transparently.
Colleague Engagement & Culture
- Supports the Head of Enterprise Change Excellence in fostering a high‑performing inclusive and engaged change community.
- Participates in feedback loops and forums where relevant but does not hold formal accountability for colleague engagement, recognition or cultural initiatives.
Tooling & Audit
- Supports the Head of Enterprise Change Excellence in ensuring effective tooling adoption and governance.
- Not accountable for resolving audit actions related to PM tooling (e.g. ServiceNow, Jira); this sits with the tooling owner under Change Excellence.
- Ensures PMO data and reporting are accurate and audit‑ready within their remit.
Benefits Tracking & Realisation
- Accountable for tracking benefit realisation across all enterprise‑wide change initiatives.
- Ensures benefits are clearly defined, measured and reported using integrated data systems and tooling.
- Provides insight to PAC ExCo and Portfolio Directors to support decision‑making and initiative prioritisation.
PMO Audit Readiness
- Maintains audit readiness across the PMO function including documentation, regulatory alignment and compliance practices.
- Ensures all PMO‑related processes, data and reporting meet internal and external audit standards.
- Does not hold accountability for tooling‑related audit actions which sit with the Head of Enterprise Change Excellence.
Cross‑Functional Portfolio Leadership
- Responsible for launching cross‑functional delivery portfolios with shared KPIs ensuring alignment across business areas and delivery functions.
- Works with Portfolio Directors, Finance and Technology to define success metrics and enable integrated delivery.
- Ensures portfolios are structured to support strategic priorities, capacity planning and benefit realisation.
Risk Reduction & Delivery Health
- Responsible for reducing amber‑rated initiatives across the enterprise change portfolio through proactive intervention, insight and challenge.
- Accountable for achieving zero red‑rated risk items ensuring delivery health is maintained and escalations are managed effectively.
- Works closely with Portfolio Directors and the Head of Enterprise Change Excellence to embed preventative controls and continuous improvement.
Data Ecosystem & Reporting
- Maintains a single source of truth for change delivery data including dashboards, reports, KPIs and benefit tracking.
- Ensures data is accurate, timely and aligned with the enterprise‑wide change taxonomy.
- Partners with the Head of Enterprise Change Excellence to ensure tooling and reporting standards support transparency and decision‑making.
Change Operating Model
- Supports the implementation of the enterprise‑wide change operating model ensuring alignment with delivery standards and governance frameworks.
- Works closely with the Head of Enterprise Change Excellence who holds formal accountability for defining and embedding the model.
- Provides input based on portfolio insights, resource profiling and delivery sequencing.
Delivery OKRs
- Defines OKRs for cross‑functional delivery portfolios ensuring alignment with strategic goals, benefit realisation and delivery health.
- Works with Portfolio Directors and the Head of Enterprise Change Excellence to embed OKRs into reporting dashboards and performance reviews.
- Uses OKRs to drive accountability, transparency and continuous improvement across the change portfolio.
AI Enablement
- Uses AI tools such as Copilot to enhance delivery reporting and insight generation.
- Responsible for embedding AI tools across the change team driving adoption and capability uplift.
- Partners with Technology and Change Excellence to ensure AI tools are aligned with delivery models and data ecosystems.
