Head of Agency Lending and Treasury Risk, Securities Services

HSBC is looking for a highly experienced and strategic leader to join our Securities Services Non‑Financial Risk team. The role is responsible for end‑to‑end governance, risk oversight, and control framework for the Agency Lending & Liquidity Services product.

The successful candidate will act as the central point for all product related non‑financial risk matters, ensuring our service delivery aligns with contractual obligations, regulatory requirements, and the bank’s internal risk appetite.

Responsibilities:

• Support new product and growth initiatives, reviewing risks front to back to ensure they are mitigated and controlled.
• Consolidate existing product governance meetings into a single non‑Financial Risk meeting for the Agency Lending & Liquidity Services products.
• Establish and monitor key risk indicators (KRIs) and key control indicators (KCIs) specific to the Agency Lending & Liquidity Services products, providing regular reporting to senior management and relevant committees.
• Support the development of credit controls for Treasury product, ensuring financial risks are understood, mitigated and monitored within appetite.
• Collaborate with product and tax teams to understand the changing tax landscape and implement controls to mitigate associated risks.

Requirements:

• Deep securities services knowledge, agency lending and treasury product knowledge, and robust understanding of operational and non‑financial risk principles.
• In‑depth understanding of stock lending and treasury functions, operational processes and financial risks with a proven record in senior risk management, governance or controls, preferably within a 1st or 2nd line of defence.
• Exceptional communication, presentation and influencing skills, able to articulate complex risk concepts to both technical and non‑technical audiences, including C‑suite executives.
• Ability to see the big picture and translate business strategy into a pragmatic risk framework with strong judgement and the ability to make tough decisions under pressure.
• Capability to build strong relationships and gain buy‑in from stakeholders across business, technology and control functions, passionate about delivering for clients while maintaining the integrity of the bank’s risk appetite.
