Job description
HART Education Manager

South Central Ambulance Service NHS Foundation Trust is seeking an enthusiastic and highly motivated HART Education Manager to join the HART Training Team at Winchester & Eastleigh Resource Centre on a permanent basis.

The Hazardous Area Response Team (HART) is a specialist capability within the ambulance service required to extend paramedic care to patients within the inner cordon or hot zone. The aim of the HART capability is to increase survival rates and improve clinical outcomes by extending NHS care into hazardous areas or environments to reduce any care gaps. These situations may be large‑scale major incidents or routine incidents.

In addition to the extensive additional training in specialist capabilities and working within safe systems of work, HART Education Managers are expected to be proficient in the use of a wide range of specialist protective clothing and incident management.

Applicants should be aware that HART is both a national and local ambulance capability. In the event of large‑scale incidents staff may be required to work nationally anywhere in the UK.

Due to the complex and specialist nature of HART, staff will be required to attend local and national exercises and residential training courses.

Main duties of the job

The HART Education Manager will be responsible for an individual portfolio of HART education, training and development and provide subject matter expertise as allocated by the HART Training & Development Manager.

The role involves leadership, mentorship and training of all HART staff across all key capability areas.

Successful applicants will hold a valued place in the HART Education Team and will commence with the unit as soon as possible.

Shortlisted candidates will be required to attend an interview day, including an assigned micro‑project on the day related to HART education and planning.

There will also be a written assessment drawn from Ambulance command and control guidance and HART information from SOPs and Pro‑Clus. Candidates must also hold an in‑date HART PCA and meet the weight no more than 115 kg for PPE and equipment limitations.

Job responsibilities
  • Support the HART Training & Development Manager (HTM) in the implementation of the HART‑educational strategic plan.
  • Prepare the annual budget for HART training, purchase consumables, and manage training equipment procurement and maintenance.
  • Deliver clinical and non‑clinical education and training in classroom and operational environments in accordance with HART policies.
  • Work within an allocated operational area, liaising with HART Managers, Resilience and Specialist Operations Managers, HART Team Leaders and HART Team Educators.
  • Provide best‑practice advice on clinical practice and governance.
  • Provide education, leadership, mentorship and training to HART Team Educators, assessing competence and fitness to practice.
  • Keep senior managers informed of all educational and development issues.
  • Plan and manage workload in conjunction with the HTM.
  • Facilitate delivery of education and training, liaising with subject matter experts and ensuring compliance.
  • Ensure recertification and frequency targets meet required resources.
  • Support return‑to‑work, training needs analysis and performance improvement plans.
  • Ensure all current Trust policies and procedures are implemented and remain compliant, proposing policy change where necessary.
  • Foster a learning environment conducive to development across the Trust.
  • Work closely with NHS ECU and other HART Units.
  • Maintain systems of work that comply with clinical regulatory bodies and other educational requirements.
  • Maintain accurate records and professional accreditation standards.
  • Build strong working relationships with all directorates of the Trust.
  • Support all aspects of education within HART.
  • Disseminate educational information to all HART staff.
  • Participate in the review process of education across all areas of HART.
  • Provide advice and guidance on national training systems, local records, planners and SOPs.
  • Attend national and local meetings as required.
  • Participate in the HART Team Educator recruitment process.
  • Promote evidence‑based practice and participation in research and audit.
  • Develop the clinical and non‑clinical training programmes.
  • Deliver national and local competency‑based training.
  • Record keeping of staff training.
  • Book and plan training venues with HART Rostering and the HART Administrator.
  • Support research projects as directed by the HTM.
  • Undertake HART operational shifts and clinical training, maintaining CPD portfolio.

  • Deputise for the HTM as and when required.
  • Assist with Timesheet & Expenses approval and welfare checks on staff.

Corporate Induction

It is important that you have the best onboarding experience. We will book your Corporate Induction as soon as possible (depending on availability). All new starters must attend our in‑person Corporate Induction, which is held over one and a half days at our educational centres in Newbury (Berkshire), Bicester (Oxfordshire) or Whiteley (Hampshire). Further details will be sent once your start date has been confirmed. Depending on your role additional training may be required following the corporate induction.

Qualifications
  • Degree level education or equivalent experience gained through work.
  • Registration of the professional body appropriate to the role – HCPC with demonstrable experience.
  • Training in HART National Skills (Module 1–4, ATV, Water Mod 3, SSO, SWaH, High‑Risk Confined Space, HCID).
  • Level 3 or above qualifications in educational teaching.
  • A qualified instructor in a HART‑specific skillset.
  • IHCD Emergency Driving qualification or equivalent.
  • Level 4 or above qualifications in educational teaching.
  • CAVA or equivalent assessing qualification.
  • Experience with Internal Quality Assurance (IQA).

Contract and Remuneration
