Job summary

Liverpool City Council is recruiting a Group Finance Manager - Projects to lead strategic financial reporting and provide high‑level financial guidance to senior management. The role focuses on strengthening capital governance and ensuring schemes progress through robust approvals and reporting.

The post requires CCAB/CIMA qualification and based in the Cunard Building, Liverpool for at least two days per week, with flexible attendance to meet organisational needs.

Qualifications

• Fully qualified member of a recognised professional accountancy body (CCAB/CIMA)
• Based in Cunard Building, Liverpool for a minimum of two days per week
• Experience in capital governance, financial modelling and strategic reporting desirable

Responsibilities

• Lead a finance team
• Provide high‑quality technical financial advice to senior management
• Support capital financial planning and governance across the Council
• Assess business cases for affordability, deliverability and value for money
• Manage financial appraisal, approvals, audit trails and governance boards
• Monitor financial performance, deliver timely management information and forecasts
• Conduct financial modelling and scenario analysis for strategic decisions
• Identify financial risks and mitigation strategies
• Collaborate with wider finance team to ensure efficient operations
• Contribute to improving financial systems, processes and reporting tools
• Support development of robust business cases aligned with corporate priorities
• Challenge changes to scope, cost, funding and timelines to maintain affordability
