Role Purpose
- Develop and lead forward investment programmes to meet EPC C by 2030 and Net Zero Carbon by 2050 for council homes.
- Act as the Council’s lead professional on environmental sustainability, retrofit, funding, and decarbonisation for Housing.
- Secure, manage and maximise external investment, including SHDF, ECO, Warmer Homes and consortium bids.
- Develop the borough’s housing‑related energy, retrofit and sustainability strategies, guiding senior leaders through evidence‑based investment decisions.
- Scope, design and deliver sustainability, retrofit and low‑carbon programmes, ensuring legislative compliance and sector best practice.
- Influence, collaborate and build partnerships locally, regionally and nationally on sustainability, funding and retrofit.
Job Context (Key outputs of team / role)
The Housing Investment team is responsible for developing evidence‑based investment strategies, cyclical maintenance programmes, and long‑term plans to ensure the Council’s housing stock remains safe, compliant, and sustainable. The team produces stock intelligence, business cases, and asset management policies that guide strategic decision‑making and support the effective management of the Council’s homes.
Within this context, the post holder converts complex asset data into clear investment priorities and well‑designed environmental sustainability, retrofit, decarbonisation schemes. The role leads programme planning, develops strategic proposals and standards, and ensures all planned works are justified, costed, and aligned with corporate objectives.
Contract management of strategic decarbonisation programme, retrofit projects ranging in value, developing the strategic retrofit roadmap for implementation, utilising specialist delivery frameworks and completing full internal governance and approval processes.
Lead to inform the retrofit plan to meet national decarbonisation and Net Zero objectives, including the Council’s Climate emergency directive.

Main Duties / Accountabilities
Strategic Retrofit & Investment Leadership
- Lead the Council’s SHDF programme and wider housing decarbonisation portfolio.
- Oversee planning, prioritisation allocation for the Housing Capital Programme.
- Provide strategic asset management planning, including business cases, feasibility, options appraisals and investment advice.
- Develop and maintain the Harrow Investment Standard and long‑term retrofit roadmap aligned to national Net Zero and the Council’s Climate Emergency commitments.
Funding & Consortium Bid Leadership
- Lead all external funding bids for retrofit and sustainability, including SHDF, ECO and Warmer Homes.
- Develop and manage consortium and partnership bids to maximise investment opportunities.
- Identify new funding streams and revenue opportunities.
- Ensure full compliance, reporting and performance monitoring for funding bodies and investors.
Programme Development & Delivery
- Lead the development of major retrofit, energy efficiency and renewable programmes, ensuring governance and approval requirements are met.
- Manage project teams delivering feasibility, procurement and delivery.
- Maintain strong stock data and performance monitoring to support investment planning and SHDF reporting.
- Ensure contractor and consultant performance meets legal, technical and environmental standards.
Corporate & Cross‑Council Sustainability Leadership
- Advise senior leaders on sustainability legislation, retrofit standards and emerging technologies.
- Represent the Council at external forums, stakeholder groups and resident meetings.
- Support Council‑wide decarbonisation initiatives and contribute to major corporate climate and housing projects.
Governance, Compliance & Financial Management
- Provide timely reporting on risks, progress and performance to senior management and governance boards.
- Prepare business cases, committee papers, executive reports and public‑facing materials.
Selection Criteria – Knowledge, Skills and Experience
Essential
- Level 5 qualification or equivalent in sustainability, surveying, or a built environment qualification.
- Possession of an ESG (Environmental, Social and Governance) Diploma or Certificate.
- Membership or associate status with a recognised sustainability body, the Chartered Institute of Housing, the Royal Institution of Chartered Surveyors (RICS), or a similar professional organisation.
- Demonstrated commitment to continuing professional development.
- Knowledge of good practice Asset Management Programming Methodology that aligns with Royal Institute of Chartered Surveyor (RICS) guidelines and current housing legislation.
- An in‑depth understanding of the impact of investment decisions on KPIs, tenants, leaseholders, business planning and strategic policy.
- Knowledge of housing legislation at national level, relevant to planned and responsive maintenance, the Decent Homes Standard, and its components of HHSRS, Energy, Modernisation and Key Element Disrepair.
- Knowledge of Asset Management databases, stock attribute data, the process of analysing this data to develop future programmes of work, the compiling of Scenario Financial models and Business Plans.
- Knowledge of retrofit, decarbonisation and Net Zero Agenda.
- Experience of strategic and active asset management.
- Broad and proficient knowledge of IT required: strong understanding of relational databases, high level data manipulation, analysis, statistics and report writing.
- Full range of Microsoft systems, including PowerPoint, Project, Excel and other MS Office applications.
- Ability to work co‑operatively with others and contribute positively to the team’s aims and objectives.
- Knowledge of budget management, reporting and financial modelling of asset management programmes.
- Knowledge of Freedom of Information and Data Protection Acts.
- Good understanding of the requirements of excellent customer service.
