Job description

Role Purpose

• Develop and lead forward investment programmes to meet EPC C by 2030 and Net Zero Carbon by 2050 for council homes.
• Act as the Council’s lead professional on environmental sustainability, retrofit, funding, and decolonisationfor Housing.
• Secure, manage and maximise external investment, including SHDF, ECO, Warmer Homes, and consortium bids.
• Develop the borough’s housing-related energy, retrofit and sustainability strategies, guiding senior leaders through evidence-based investment decisions.

Responsibilities

• Lead the Council’s SHDF programme and wider housing decarbonisation portfolio.
• Oversee planning, prioritisation allocation for the Housing Capital Programme.
• Provide strategic asset management planning, including business cases, feasibility, options appraisals and investment advice.
• Develop and maintain the Harrow Investment Standard and long-term retrofit roadmap aligned to national Net Zero and the Council’s Climate Emergency commitments.
• Lead the development of major retrofit, energy efficiency and renewable programmes, ensuring governance and approval requirements are met.
• Manage project teams delivering feasibility, procurement.
• Maintain strong stock data and performance monitoring to support investment planning and SHDF reporting.
• Ensure contractor and consultant performance meets legal, technical and environmental standards.
• Provide timely reporting on risks, progress and performance to senior management and governance boards.
• Prepare business cases, committee papers, executive reports and public-facing materials.
