Job summary

Amey, based in Glasgow, is seeking a permanent Framework Manager to lead our Consulting Highways framework in a hybrid role. You will own day‑to‑day framework operations, manage client relationships, and drive qualification and delivery readiness across Practices and Delivery.

This role emphasizes governance, opportunity flow, and coordination across multiple senior stakeholders in a complex, multi‑party environment. A strategic, results‑driven approach is essential.

We have a fantastic opportunity for a permanent Framework Manager to join our Consulting Highways team. This is a hybrid position and with office space in Glasgow,Scotland.

The Framework Manager plays a critical role in the successful management of Amey’s frameworks, responsible for the day‑to‑day ownership and operation of one or more Engineering frameworks and the associated framework P&L and client relationship management.

The Framework Manager controls how work flows into the organisation via frameworks, ensuring opportunities are visible early, appropriately qualified, clearly prioritised, and aligned with delivery capacity, capability and agreed strategic intent

The role enables effective management of frameworks and will support selling activity, pricing, and delivery.

Key responsibilities include:

Framework Ownership and Control

• Act as the single operational point of control for the framework and a key point of contact for client engagement.
• Framework P&L, ensuring successful growth of the framework in line with target revenue & margin
• Own and maintain the Framework Management Plan.
• Ensure framework governance is applied consistently and proportionately.
• Monitor overall framework health and elevate issues early.

Opportunity Flow and Qualification

• Monitor upcoming framework opportunities and call‑offs.
• Enable early visibility of opportunities to Practices and Delivery.
• Lead opportunity qualification discussions, focusing on fit, readiness, and capacity.
• Apply agreed qualification thresholds and escalation routes.
• Coordinate decisions with the Framework Director where required.

Interface and Coordination

• Act as the primary operational interface with framework authorities.
• Coordinate across Business Development, Commercial, Practices, and Delivery while remaining neutral.
• Support mobilisation readiness for approved opportunities.
• Identify pressure points, conflicts, or overload risks and escalates appropriately.

• Experience working with public‑sector frameworks or similar routes to market.
• Experience operating in complex, multi‑stakeholder environments.
• Experience balancing competing demands against finite delivery capacity.
• Experience applying governance or control without line authority over delivery.
