Job summary

STARK Building Materials UK, in partnership with JPS Jewson Partnership Solutions, seeks a Framework Manager to drive framework growth, compliance and commercial efficiency from the Binley, Coventry office.

You will manage public sector framework agreements, build partnerships with housing associations and authorities, and report on KPIs while working in a collaborative, results-driven team.

Responsibilities

Our specialist brand JPS Jewson Partnership Solutions, are searching for a Framework Manager to join us on a permanent basis to be based out of our Binley, Coventry office.

Overall purpose of the role: The effective management of the growth and administration of social housing network agreements across the JPS customer base, ensuring framework compliance, maximisation of contract opportunities to enable customers to deliver high-quality housing maintenance and improvement programmes across the social housing sector.

You will possess the ability to build brilliant internal and external partnerships at all levels, leading to mutually beneficial, enduring relationships that are profitable for all parties.

You will focus relentlessly on doing the right things well, building high levels of credibility, reliability, and trust whilst collaborating transparently as “one team” across JPS and STARK UK.

Key Accountabilities
Framework Management & Compliance
  • Support the day-to-day administration of framework agreements across the social housing and public sector market.
  • Maintain framework registers, customer records, contractual documentation via our CRM pricing schedules, and rebate information.
  • Ensure JPS meets all framework obligations, accurate reporting and compliance standards.
  • Support framework audits, reviews, and renewal activities.
  • Monitor framework utilisation and identify opportunities to increase customer engagement and spend.
  • Coordinate customer meetings, business reviews, framework presentations, and engagement events.
  • As a key member of the bids team, reporting to the JPS Head of Bids, the successful candidate will build and manage relationships with framework providers, housing associations, local authorities, and contractor customers.
  • Develop positive working relationships with customers and framework stakeholders.
  • Maintain accurate records and management information using CRM and internal reporting systems.
Internal Collaboration
  • Work closely with Business Development Managers, Partnerships Account Managers, Bid Teams, and the Framework Providers.
  • Ensure framework commitments are communicated and delivered effectively across the business.
  • Support the sharing of best practice and framework knowledge throughout JPS.
  • Assist with customer service improvements and operational initiatives that enhance the customer experience.
  • Support customer onboarding activities and framework implementation plans.
  • Assist in promoting JPS service offerings across existing and prospective framework customers.
Commercial Growth & Opportunity Development
  • Identify and track opportunities arising from framework agreements to include, repairs and maintenance, planned works, retrofit, net‑zero, compliance, and capital projects.
  • Work with JPS sales teams and account managers to maximise customer spend and framework utilisation.
  • Support the development of framework growth plans and sector‑specific initiatives.
  • Assist with framework applications, mini‑competitions, customer proposals, and tender submissions.
Performance & Reporting
  • Produce regular reports on framework activity, sales performance, customer engagement, and KPIs.
  • Analyse framework data to identify trends, risks, opportunities, and areas for improvement.
  • Support quarterly business reviews with framework providers and customers.
  • Monitor contract performance against agreed service standards and commitments.
Social Value & Sustainability
  • Support the collection and reporting of social value outcomes delivered through framework agreements.
  • Assist with customer requirements relating to sustainability, responsible sourcing, and community investment initiatives.
  • Promote JPS solutions that support retrofit, energy efficiency, carbon reduction, and sustainable construction objectives.
Knowledge, skills, qualifications, and experience required
  • Experience gained in, or working with, the public sector is essential, with a clear understanding of the factors that influence decision making.
  • Strong understanding of Public Sector procurement rules and current legislation.
  • Highly commercial and results driven and enjoys exceeding expectations, with Excellent commercial acumen to turn revenue opportunities to positive EBITDA.
  • Is Responsible, Accountable, and transparent around progress and delivery of tasks ahead of deadline.
  • Initiative‑taking networker, who builds mutually beneficial alliances.
  • Proven experience of working in large, customer facing roles, with the ability to build strong working relationships at all levels and work collaboratively across multiple business functions.
  • Degree or business‑related qualification preferred – or degree level calibre.
  • Outstanding communication, presentation, negotiation and influencing skills required – with evidence of being able to “make things happen”.
  • Proven record of sales and margin growth, with an ability to turn analysis into profit.
  • Fully capable of building sustainable processes across multi‑site businesses.
  • Demonstratable experience of taking end‑to‑end ownership for business development activity, pipeline management, performance reporting, and delivery of strong commercial results.
  • Experience negotiating contractual terms, pricing structures and commercial agreements within public and private sector environments.
  • Daily disciplines to manage Calendar diary appointments, business and customer priorities and updates to CRM
  • Ability to analyse market tends, customer data and KPI to support decision making.
  • Experience in coordinating and delivering customer events, exhibitions, engagement forums and business development activities that enhance brand presence and generate commercial opportunities.
  • Expert in Microsoft Packages, Word, Excel, PowerPoint, Co‑Pilot with the ability to use other applications as required to perform to standard required, including Salesforce, Phocas, Locarla.
