Job summary

Phoenix Software is hiring a Framework Manager to maximise the value of its framework agreements, simplify procurement routes, ensure compliance and enable teams to use frameworks effectively. You will own and manage framework agreements, maintain documentation, and deliver insight through Power BI dashboards for strategic decision-making.

The role requires strong analytical capability, commercial mindset, and experience with frameworks, procurement, bids, or compliance.

Responsibilities

  • Own and manage Phoenix's framework agreements, ensuring compliance and governance.
  • Maintain framework documentation, contracts, certifications, and audit-ready records.
  • Monitor obligations, renewals, reporting requirements, and deadlines.
  • Develop and maintain Power BI dashboards and reports on framework performance.
  • Produce regular management information and performance reporting for senior leadership.
  • Support bid, sales, and commercial teams with framework guidance and compliance.
  • Act as internal SME for active frameworks, providing training and support.
  • Track performance, utilisation, revenue, and opportunities; provide insights.
  • Coordinate framework reviews, supplier relationships, and engagement with authorities.
  • Manage contractual obligations, MI returns, rebates, and risk mitigation.
  • Support onboarding of new frameworks and maximise value.
  • Drive continuous improvement and consistency across processes.

Job description

Due to continued growth, we are hiring a new Framework Manager to ensure Phoenix maximises the value of its framework agreements, simplifying complex procurement routes, ensuring compliance, and enabling teams to use frameworks effectively. What will you be doing?

  • Own and manage Phoenix's framework agreements, ensuring compliance, governance, and accurate record keeping.
  • Maintain framework documentation, contracts, certifications, and audit-ready records across relevant systems.
  • Monitor framework obligations, renewals, reporting requirements, and compliance deadlines.
  • Develop and maintain Power BI dashboards and reports to provide visibility of framework performance, compliance, utilisation, revenue, margin, and commercial opportunities.
  • Produce regular management information and performance reporting for senior leadership, identifying trends, risks, and recommendations for action.
  • Support bid, sales, and commercial teams with framework guidance, routes to market, and compliance requirements.
  • Act as the internal subject matter expert for all active frameworks, providing training and ongoing support.
  • Track framework performance, utilisation, revenue, and commercial opportunities, providing insight and recommendations.
  • Coordinate framework reviews, supplier relationships, and engagement with framework authorities.
  • Manage contractual obligations, MI returns, rebates, and framework-related risk mitigation.
  • Support the onboarding of new frameworks and identify opportunities to maximise framework value.
  • Drive continuous improvement, promoting best practice and consistency across framework management processes.
    The right person for this role will be highly analytical, commercially minded, and confident working with data to drive decision-making. You'll have experience managing frameworks, contracts, procurement, bids, or compliance activities and be comfortable translating complex requirements into clear, practical guidance. Advanced Power BI and reporting skills are essential, along with the ability to identify trends, risks, and opportunities from large datasets. You'll be proactive, detail-oriented, and an excellent stakeholder manager, capable of influencing teams across the business and ensuring Phoenix maximises the value of its framework portfolio., Experience managing public sector frameworks, procurement agreements, bids, contracts, or compliance activities.
  • Highly analytical, with the ability to interpret complex data, identify trends, and provide actionable commercial insights.
  • Advanced Power BI skills, including building dashboards, reports, and performance metrics to support decision-making.
  • Strong Excel and data analysis skills, with experience managing and reporting on large datasets.
  • Excellent organisational skills with the ability to manage multiple priorities, deadlines, and compliance requirements.
  • Strong attention to detail and commitment to maintaining accurate records and documentation.
  • Confident communicating complex information to a range of stakeholders in a clear and practical way.
  • Commercially aware, with the ability to identify risks, opportunities, and areas for improvement.
  • Strong stakeholder management skills, with the ability to influence and collaborate across sales, bids, operations, finance, and vendor teams.
  • Proactive, self-motivated, and comfortable working independently in a fast-paced environment.
