Facilities Contract Officer

Location Trafford Town Hall.

Hybrid working with an expectation of at least Monday & every other Wednesday in the office

Salary range Band 10 - £48,226 £50,269

Working Pattern Full time

Working hours 36.25 hours per week, flexible working applies

Contract type Fixed term until 31/08/2028

What you’ll do:
  • This senior role will lead on the evaluation, re-procurement and transformation of FM arrangements in support of the Council’s 10-Year Estates Strategy.
  • Evaluate existing FM contracts in preparation for expiry, extension or re-tender, ensuring alignment with future service needs.
  • Lead the end-to-end procurement process strategy, tender documentation, evaluation, mobilisation and governance.
  • Design and model a future FM operating framework, including structure, costs, KPIs and performance mechanisms.
  • Build commercial and financial models that drive value, sustainability and service excellence.
  • Collaborate with senior leaders, advisors and contractors to align FM strategy with organisational priorities.
  • Audit CAFM, SFG20 and lifecycle asset data to inform strategic planning.
  • Consider innovation in carbon reduction, energy efficiency and asset lifecycle optimisation.
  • Produce clear, evidence-based reports and recommendations for leadership and governance boards.
  • Strengthen procurement governance and embed best practice in risk, change and supplier management.

We are looking for someone who:
  • Understands public sector FM contracts across a variety of sectors including PFI, social housing, estates, car parks & schools.
  • Has a relevant & recognised qualification i.e CIPS, IWFM, RICS
  • Brings commercial insight to SLAs, performance, and re-procurement planning.
  • Can evaluate, model and redesign FM services for future needs.
  • Builds trusted relationships across senior stakeholders and suppliers.
  • Balances technical rigour with collaboration, corporate priorities and value for money.
  • Is enthusiastic, energetic, and committed to delivering high-quality outcomes.
