Job summary

South Gloucestershire Council is seeking a Finance Officer to contribute to financial management services within the Resource and Business Change portfolio. You will support transport and project managers with financial administration, provide advice to the Senior Accountant and budget holders, and coordinate budget monitoring and grant reporting.

The role is hybrid, split between the Badminton Road office in Yate and homeworking.

Qualifications

  • Knowledge of financial management and budgeting processes.
  • Strong numeracy and literacy with ability to produce reports and present findings.
  • Clear, logical thinking with analytical and problem-solving skills.
  • AAT qualification or equivalent experience in a similar role.
  • Knowledge of Microsoft D365 is desirable.

Responsibilities

  • Support transport and project managers with financial administration tasks, timely and accurate.
  • Provide financial advice to Senior Accountant and budget holders using accounting systems and spreadsheets.
  • Act as main contact for budget holders, prepare quarterly monitoring information and contribute to revenue/capital budgets.
  • Follow up promptly on information requests from budget holders.
  • Coordinate recharges to projects to support monthly monitoring.
  • Develop and prioritise work, manage time to meet deadlines.
  • Support grant claims and quarterly monitoring reports to meet reporting requirements.

How You'll Make a Difference

As a Finance Officer, you will contribute to the effective delivery of financial management services, providing support that help[s ensure sound financial planning, decision-making and resource management across the Resource and Business Change portfolio.

What You Will Be Doing
  • As a key point of contact for transport and project managers, you will support them with financial administration tasks, ensuring they are completed accurately and to time.
  • You will provide financial advice and support to the Senior Accountant and relevant budget holders, including accessing the main and subsidiary accounting systems, utilising spreadsheets, and applying specific software tools.
  • It will be key for you to be the main contact for budget holders, preparing quarterly budget monitoring information and contributing to the development of revenue and capital budgets.
  • As required, you will ensure a prompt follow-up on requests for information from budget holders.
  • It will be your responsibility to co-ordinate the recharges to projects, ensuring that these are completed on time to support monthly monitoring.
  • Using your own initiative, you will develop and prioritise work, managing your time to ensure key deadlines are met.
  • You will support budget holders in the preparation of grant claims and quarterly monitoring reports, ensuring you meet financial reporting requirements.
What We Need From You
  • We require you to have knowledge and experience of working within an organisation that delivers high-quality, cost-effective financial management and support services, including the preparation of financial and budget information.
  • You will have strong numeracy and literacy skills, together with experience of producing reports, delivering presentations and using a range of IT systems and applications.
  • It is essential that you can demonstrate clear and logical thinking, with the ability to analyse information, solve problems and make sound judgements.
  • You may hold an Association of Accounting Technicians (AAT) qualification, or be working towards this, or have gained equivalent relevant experience working in a similar role.
  • Although not essential, you may have knowledge of Microsoft D365.
What You Need To Know
  • Salary will be pro rated to hours worked.
  • This role is hybrid, with a mixture of working at our office in Badminton Road, Yate and from home.
