Job Description – Finance Manager

Job Title: Finance Manager (one position)

Project/Program: OKUP

Job Type: One Year (minimum)

Job Station: OKUP Head Office, Dhaka

Reported to: Executive Director

The Finance Manager ensures efficient, compliant accounting and financial operations for the project. This role safeguards fiscal integrity with donor fund management and support in alignment with donor and organizational guidelines. The position ensures accurate accounting, budget monitoring, audit preparedness, and adherence to OKUP compliance standards.

  • I. Financial Strategy and Planning
    • Strategic Financial Planning: Lead the development of the organization’s long-term financial strategy, aligning fiscal goals with OKUP’s mission (migrants’ rights, climate change advocacy, etc.) and anticipated program growth.
    • Budget Management: Oversee the preparation, presentation, and monitoring of the annual organizational budget and complex project-specific budgets. This includes performing variance analysis (comparing actual expenditures to budget) and advising leadership on corrective action.
    • Forecasting and Modeling: Develop detailed financial forecasts, cash flow projections, and scenario planning models to assess future needs, resource gaps, and sustainability, particularly related to grant cycles and fluctuating donor funding.
  • II. Advanced Accounting and Reporting
    • Grant Financial Management: Serve as the primary financial liaison for major institutional donors and partners (e.g., CAFOD, UN agencies). Ensure strict compliance with complex donor financial guidelines, reporting formats, and contractual obligations.
    • Statutory and Donor Reporting: Oversee the timely and accurate preparation of all required financial reports, including monthly management accounts, quarterly fund accountability statements, and annual reports for the NGO Affairs Bureau, Government of Bangladesh, and international partners.
    • Internal Control Systems: Design, implement, and continuously review robust internal control policies and procedures to safeguard assets, prevent fraud, and ensure the accuracy and reliability of financial data across all offices/districts.
  • III. Treasury and Fund Management
    • Cash Flow Optimization: Manage and optimize the organization’s liquidity and working capital, ensuring funds are available when needed for programmatic activities while minimizing idle cash balances.
    • Foreign Currency Management: Manage transactions involving multiple currencies (e.g., GBP, BDT) related to international grants, minimizing foreign exchange risks through appropriate hedging or operational strategies.
    • Asset Management: Maintain a comprehensive and accurate fixed asset register, overseeing appropriate depreciation schedules and ensuring compliance with local tax and donor requirements related to asset acquisition and disposal.
  • IV. Risk Management and Compliance
    • Audit Coordination: Serve as the primary point of contact for external auditors (both organizational and project-specific audits). Ensure audit findings are addressed promptly and corrective actions are fully implemented.
    • Legal and Regulatory Compliance: Ensure full adherence to all relevant local laws, regulations, and reporting requirements in Bangladesh (e.g., tax laws, NGO Affairs Bureau rules, labor laws regarding payroll) and international accounting standards relevant to donor reporting.
    • Financial Risk Assessment: Conduct periodic risk assessments specifically focused on financial sustainability, fraud exposure, partner misuse of funds, and compliance risks related to the sensitive nature of OKUP’s work (e.g., migrant assistance funds).
  • V. Team Leadership and Capacity Building
    • Supervision and Mentoring: Lead, train, and mentor the finance team, enhancing their capacity in advanced accounting, donor reporting, and financial software utilization.
    • Cross-Departmental Collaboration: Work closely with the Program and Administration teams to ensure program plans are financially feasible and that expenditure tracking aligns seamlessly with program progress and monitoring and evaluation (M&E) requirements.
  • VI. Perform any other duties and responsibilities assigned by the line management.
  • VII. VAT & TAX payment & advances accordingly.
