Job summary

Bassetlaw District Council is seeking a Finance Manager to lead and support the finance service from Worksop. The role combines strategic and operational responsibility, delivering high‑quality financial management, reporting, and advice to services, Members and external auditors.

You will work with the Head of Finance & Property on budget planning, year‑end closedown, and production of accounting statements, helping the council navigate a period of change and public sector collaboration.

Qualifications

• CCAB/CIMA qualification or strong local government finance experience.
• Experience in budget planning, reporting and closedown.

Responsibilities

• Support the Head of Finance & Property with strategic and operational day-to-day management for a comprehensive accounting and exchequer service.
• Coordinate and prepare the Council’s annual revenue budget for General Fund and HRA and assist with the Medium-Term Financial Plan.
• Manage the coordination and preparation of the Council’s final accounts and production of the annual statement of accounts.
• Ensure accounts comply with accounting standards and regulatory requirements and liaise with auditors.

Bassetlaw District Council is offering an exciting opportunity for a Finance Manager to support the delivery of a comprehensive, high-quality finance service during an important period for local government.

Working in a district council environment provides a unique opportunity to gain experience across a broad range of finance responsibilities. The successful applicant will support both strategic and operational finance activity, gaining valuable insight into the breadth and complexity of financial management in a district setting.

The role will support the Head of Finance and Property with the day-to-day management of the finance service, including financial management, reporting, budget preparation, annual closedown and the production of accounting statements. The role will also provide financial advice and support to a range of Council services, elected Members and external stakeholders, including external auditors.

This would be an excellent opportunity for a CCAB/CIMA qualified finance professional, or someone with strong relevant local government finance experience, who is looking to broaden their skills, gain experience in a different local authority setting and contribute to wider public sector collaboration during LGR.

Key responsibilities

• To support the Head of Finance & Property with the strategic and operational day-to-day management for the provision of a comprehensive, high-quality accounting and exchequer service to include the specific areas of: General Fund and HRA budget planning and financial monitoring (revenue), collection fund, financial reporting, VAT and accounts receivable functions, and the staff engaged in this work.

• To coordinate and prepare the Council s annual revenue budget for both the General Fund and Housing Revenue Account and assist with the production of the Medium-Term Financial Plan, and the HRA multi-year Business Plan. To ensure budget targets are properly monitored and accurate, timely projection information is available for reporting to senior management to assist in decision making.

• To manage the coordination and preparation of the Council s final accounts and complete the accurate, compliant, and timely production of the annual statement of accounts.

• To ensure that the Council s accounts comply with accounting standards and codes of practice and existing and future legislation where known, and to ensure compliance with internal rules of procedure, including Financial Procedure Rules and Contract Procedure Rules.

• To develop and maintain effective working relationships with internal and external auditors, ensuring work is planned, supported, and completed on time and recommendations are implemented or responded to.
