Job summary

Oldham Council’s Children’s Services Integration division is seeking a Families First Programme Manager to lead the implementation of the national Families First Partnership Programme in Oldham. The role involves developing new operating models with a focus on workforce culture, policies, procedures, and stakeholder engagement to ensure an integrated system supports children’s wellbeing and protection.

Families First Programme Manager

Contract: 18 Months Fixed Term
Salary: £60,000 – £63,304 per annum (SM2)
Hours: 36.66 per week
Location: Spindles, George Street Oldham OL1 1HD

Overview

This is a fantastic opportunity to programme manage the implementation of the national Families First Partnership Programme in Oldham, one of the biggest social care reforms in decades. You will work alongside the Programme Director to lead on key workstreams to develop new multi‑agency operating models, including workforce culture and development, policies and procedures, and communication and engagement, to ensure that Children’s Services implement and embed a single integrated system that supports the wellbeing of and protects children from significant harm, inside and outside of the home.

Key Responsibilities
  • Develop and lead effective systems, practice, policies and procedures and support processes for collaboration across programme workstreams and the wider partnership.
  • Engage the workforce, partners and stakeholders in a programme of change.
  • Develop robust, joined‑up and effective governance frameworks and documentation to ensure compliance with relevant legislative requirements.
  • Plan and monitor project budgets, forecast and requisitions to ensure tight finance control and effective use of project resources and expenditure.
  • Lead on effective risk management.
Key Requirements

To succeed in this role, you will be able to:

  • Create compelling and robust business cases for change and successfully deliver complex organisational development projects within a wider transformation programme to achieve change.
  • Have experience of effective working with staff, trade unions and other stakeholders.
  • Have experience of influencing a broad range of senior stakeholders to effect change at pace and with purpose, ensuring the intended outcomes are clear.
  • Be creative and think through issues and problems using theoretical, conceptual and technical knowledge to find practical solutions.
  • Possess analytical skills to investigate and interpret complex information and data, evaluating options and weighing up risk and making recommendations for action.
