Job summary

Portsmouth City Council is seeking an Electric Vehicle Infrastructure Team Lead to shape and deliver the city's growing EV charging network.

An exciting opportunity has arisen to lead and shape the delivery of Portsmouth's Electric Vehicle (EV) charging infrastructure programme as the Electric Vehicle Infrastructure Team Lead. Your new role

As a key member of the Transport Delivery Team, you will provide strategic oversight of the EV infrastructure work programme, ensuring alignment with wider transport, parking, highway and place based schemes. You will work closely with internal teams, elected Members, residents, chargepoint operators and external partners to deliver accessible, reliable and future proofed charging solutions.

As the Electric Vehicle Infrastructure (EVI) Team Lead, you will lead the delivery and development of Portsmouth's growing EV charging network, helping to support the city's journey towards a cleaner, low-carbon future. You will oversee the planning, implementation and operation of publicly accessible charging infrastructure, managing budgets, funding programmes and commercial arrangements to ensure projects are delivered successfully and provide value for money.

Leading a specialist team, you will provide strategic direction, technical oversight and effective stakeholder engagement, working closely with residents, elected Members, charge point operators and partner organisations. You will play a key role in shaping future infrastructure programmes, integrating EV charging within wider transport initiatives and ensuring Portsmouth has reliable, accessible and future-ready charging solutions for its communities.

Who is the person summary:

You will have a relevant degree or equivalent professional experience and a strong track record of leading people, programmes and complex projects within a local government or public sector environment. An effective communicator, you will be confident building relationships with a wide range of stakeholders, influencing decision-making and translating technical information into clear, accessible messages for both specialist and non-specialist audiences.

You will bring a sound understanding of EV charging infrastructure delivery, particularly on-street residential charging, Local Electric Vehicle Infrastructure (LEVI) schemes and publicly accessible networks. Organised, strategic and solutions-focused, you will be able to manage competing priorities, make well-informed decisions in complex environments and work collaboratively to drive innovation, continuous improvement and the successful delivery of key programmes.

Local Government Reorganisation (LGR)

As part of Local Government Reorganisation, current plans will see Portsmouth City Council combine with the district and borough councils of Fareham, Gosport and Havant and parts of East Hampshire and Winchester district councils to form a new, larger unitary authority for south east Hampshire.

We are working towards an implementation date of 1st April 2028, known as vesting day, subject to Parliamentary approval. Until then, we remain focused on maintaining continuity, supporting our workforce, and continuing to deliver excellent services to our residents throughout the transition to the new unitary authority.
