Job summary

NHS Essex Integrated Care Board is seeking an Evaluation Analyst to join the analytical and population health intelligence function. You will use quantitative, qualitative and mixed-methods approaches to evaluate commissioned services and inform strategic commissioning and service improvement.

You will collaborate with colleagues across commissioning, population health, and analytical teams to support learning, accountability and evidence-informed decision making within a hybrid working model

We are looking for an Evaluation Analyst to join the analytical and population health intelligence function at NHS Essex ICB. This is an opportunity to use robust evaluation to understand whether commissioned services, programmes and interventions are achieving their intended outcomes and delivering value for local communities.

You will work with colleagues across commissioning, population health, advanced analytics and system partners, using quantitative, qualitative and mixed-methods approaches to generate practical evidence for strategic commissioning and service improvement. Your work will support organisational learning, accountability and informed decisions about how services should develop across Essex.

Main duties of the job

You will design and deliver evaluations of commissioned services, programmes and interventions, developing proportionate evaluation plans and frameworks aligned to agreed objectives. You will analyse and interpret quantitative and qualitative evidence, assess effectiveness, outcomes and value, and clearly document methods, assumptions, limitations and findings. You should have experience applying qualitative, quantitative and mixed-methods evaluation approaches in healthcare or a comparable setting. You will be able to scope and manage evaluation projects, work with complex data, and translate findings into clear reports, briefings and presentations for technical and non-technical audiences. Strong analytical judgement, collaborative working and an understanding of information governance, data protection and ethical requirements are essential.

ROLE PURPOSE / SUMMARY

The Essex Integrated Care Board (ICB) is a new organisation formed through the consolidation of three ICB areas in response to the NHSs ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the ICB will focus on improving population health outcomes, health equity and smarter resource allocation. The Evaluation Analyst will be responsible for delivering robust evaluation and impact assessments to support strategic commissioning, service improvement across the ICB.
